TERMS OF REFERENCE
Le/la consultant (e) va développer un plan de communication sur l’enregistrement des naissances adapté au contexte et aux besoins d’informations des communautés sur les procédures d’enregistrement des naissances au Burundi et l’importance de l’extrait d’acte de naissance pour tous les enfants, y compris ceux des communautés marginalisées, les enfants en situation de handicap, les enfants retournés, déplacés internes et réfugiés. Pour la réalisation de ce travail, le consultant prendra en compte les orientations méthodologiques ci-dessous:
Phase 1: Analyse documentaire et cadrage
Phase 2: Élaboration du plan
Phase 3: Validation participative
Phase 4: Livraison finale

Minimum requirements:
Education:
• Diplôme de Master (BAC+5 ou équivalent) en science comportementale, communication pour le développement, marketing social, sciences sociales ou domaine connexe.
• Ou diplôme de Licence/Baccalauréat avec une expérience d’au moins 7 ans d’expérience dans un domaine pertinent.
Work Experience:
• Minimum 5 ans d’expérience dans la conception et mise en œuvre de stratégies d’engagement communautaire et de communication pour des projets de développement, idéalement dans le secteur de la protection de l’enfant ou des droits humains.
Skills:
• Capacité de travailler de façon indépendante, sous pression, avec la contrainte de produire des résultats de qualités.
• Avoir une bonne connaissance du contexte socioculturel burundais et des dynamiques communautaires et une bonne compréhension des normes sociales et des pratiques locales.
Language Requirements:
• Avoir une maîtrise parfaite du Français et du Kirundi parlé et écrit.
