Department purpose: Oxfam is an international confederation of 21 organizations networked together in 79 countries. As part of a global movement for change, we are working together to end world poverty and injustice. We work with thousands of partners in countries worldwide and employ staff in a wide variety of posts. We work directly with communities and the powerful to enable the most marginalised to improve their lives and livelihoods and have a say in decisions that affect them.
Working at Oxfam is so much more than just a job. As an Oxfam employee, consultant, or volunteer, you will join a team of dedicated and passionate professionals working to save lives, help people overcome poverty, and fight for social justice. Oxfam is putting women and gender equality at the heart of everything we do – we expect that the person who comes for this post will be strongly interested in promoting women and gender transformative leadership.
Team purpose: The Voices for Change program is dedicated to advancing good governance through fair and accountable fiscal policies, universal social protection systems, and improved essential services. It also works to foster equitable workplace environments, ensuring decent work and wage opportunities—particularly for workers in the informal economy.
A central focus of the program is empowering women, youth, and marginalized groups to claim their rights. It supports them in organizing networks and coalitions, engaging in public debates, and advocating for equal justice.
Job purpose: The new initiative “Citizen-Led Local Inclusive Planning & Services” (CLIPS) project, which is subject to be funded from the Swiss Agency for Development and Cooperation (SDC), is working to promote fiscal decentralisation, including promoting civic engagement in local public financial management from sub-national development/investment plan development to monitoring, analysis and advocacy. The project will work with sub-national authorities, local communities, schools, and related national institutions, focusing on building the capacity of right holders and sub-national authorities in local public financial management, and advocating for greater fiscal decentralisation.
Oxfam seeks an experienced Program Finance Officer to support the implementation of the CLIPS project by ensuring sound financial management, budget monitoring, and compliance with donor and Oxfam’s requirements. Working closely with implementing partners, the officer will provide financial oversight, financial reporting, and accountability to strengthen program delivery and contribute to sustainable outcomes.
The role requires proven experience in SDC-funded programmes and donor compliance.
The Program Finance Officer will work directly under the supervision of the Senior Finance Officer and under the matrix management of the V4C program manager.

Oxfam is a global movement of people working together to end the injustice of poverty. That means we tackle the inequality that keeps people poor. Together we save, protect and rebuild lives. When disaster strikes, we help people build better lives for themselves, and for others. We take on issues like land rights, climate change and discrimination against women. And we won’t stop until every person on the planet can enjoy life free from poverty.
We are an international confederation of 22 organizations (affiliates) plus the Oxfam International Secretariat, working together with partners and local communities in the areas of humanitarian, development and campaigning, in more than 90 countries.
All our work is led by our core values: Empowerment, Accountability, Inclusiveness, Courage, Solidarity and Equality.
Oxfam is committed to preventing any type of unwanted behavior at work including sexual harassment, exploitation and abuse, lack of integrity and financial misconduct; and committed to promoting the welfare of children, young people and adults. Oxfam expects all staff and volunteers to share this commitment through our code of conduct. We place a high priority on ensuring that only those who share and demonstrate our values are recruited to work for us.
Note: All offers of employment will be subject to satisfactory references and may be subject to appropriate screening checks, which can include criminal records and terrorism finance checks. Oxfam International Secretariat also participates in the Inter Agency Misconduct Disclosure Scheme. In line with this Scheme, if a job applicant has been employed by another member of the scheme, we will request information from that organization about any findings of sexual exploitation, sexual abuse and/or sexual harassment during employment, or incidents under investigation when the applicant left employment. By submitting an application, the job applicant confirms his/her understanding of these recruitment procedures.
