

ICLA Technical Officer (KOBLI) supports the operational implementation and day-to-day management of NRC Bangladesh’s ICLA digital initiatives, with a primary focus on the KOBLI digital platform. The role contributes to digital legal service delivery by maintaining the website, monitoring analytics, coordinating approved legal and information content, supporting digital outreach, and ensuring that user feedback and referrals are recorded and followed up in line with NRC standards. The position works closely with ICLA field teams, the ICLA Specialist, MEAL, communications, and relevant support functions to ensure that digital services are accessible, protection-sensitive, and user-friendly for refugees and host communities.
Specific responsibilities
Digital Platform Management
Maintain and regularly update the KOBLI website, digital platforms with approved content.
Conduct routine checks to ensure platform functionality, accessibility, and user-friendliness.
Maintain structured digital archives and version control of published materials.
Report technical issues or risks to the line manager in a timely manner.
Digital Analytics and Monitoring
Monitor and extract data from Google Analytics and other digital analytics tools.
Compile monthly digital performance summaries and dashboards.
Track digital indicators including user engagement, referral submissions, and outreach.
Flag unusual trends, misuse risks, or potential protection concerns.
Digital Outreach, Social Media and Online Advertising
Manage and maintain KOBLI Facebook page in line with NRC communication and protection standards.
Draft digital posts and online content for review and approval prior to publication.
Support implementation and monitoring of paid digital advertising campaigns.
Monitor online engagement and escalate sensitive or harmful interactions with the line manager.
Coordinate with NRC Communications to ensure alignment with branding and messaging guidelines.
Improve KOBLI-Bangladesh organic traffic through search engine optimisation (SEO) and ranking.
In charge of running paid online advertising campaigns on Google and Facebook.
Legal Content Coordination
Coordinate the production and compilation of legal information content by ICLA teams.
Copywrite produced legal content in an accessible language, appropriate for online submission.
Coordinate the translation of approved content into relevant languages (English, Bangla, Burmese).
Maintain a content update schedule to ensure information remains current and accurate.
Data Management, Feedback and Referrals
Maintain and update digital referral tracking systems.
Record and monitor user requests and feedback received through the platform.
Coordinate with ICLA middle managers to support timely referral follow-up.
Escalate high-risk cases, data concerns, or delays to the line manager.
Ensure digital data handling complies with NRC data protection and confidentiality standards.
Coordination and Internal Engagement
Liaise regularly with ICLA field teams to obtain content updates
Support coordination with MEAL, Advocacy, and Communications, and other Core Competency teams as required.
Participate in internal meetings related to digital service delivery.
Provide operational inputs to internal and donor reporting upon request.
Learning and Continuous Improvement
Capture and document lessons learned related to KOBLI implementation and digital legal service delivery in coordination with field teams and relevant ICLA colleagues.
Compile and organise learning materials, case examples, and operational insights to support continuous improvement of digital service delivery.
Contribute inputs to internal knowledge-sharing processes and discussions with national, regional, and global ICLA digital teams.
Identify practical improvement opportunities in digital tools, workflows, and user engagement approaches and share recommendations with the line manager.
Support exploration and documentation of potential collaboration or innovation opportunities related to digital legal assistance, in coordination with the line manager.
Participate in KOBLI Community of Practice (CoP) meetings and activities.
Safe and Inclusive Programming and PSEA
Promote safe, inclusive, and protection-sensitive digital communication practices.
Ensure digital materials are accessible and understandable for diverse user groups.
Monitor online spaces for safeguarding concerns and report immediately to the line manager.

Context/ Specific skills, knowledge and experience:
Bachelor's degree in information technology, Communications, Digital Media, Computer Science, or related field
Good working knowledge of digital analytics tools such as Google Analytics, Microsoft Excel, and Meta Business Suite (Facebook Page Management and Advertising Platform)
Experience managing websites and social media platforms, including updating content through a Content Management System (CMS) (e.g., WordPress, Drupal, or similar platforms)
Experience using online data collection tools (e.g., Kobo Toolbox, Google Forms) and maintaining structured tracking systems
Minimum 2 years of relevant working experience in digital communications, data monitoring, website management, or related field
Knowledge of humanitarian principles and protection-sensitive communication approaches
Proficiency in preparing structured reports and maintaining organised digital documentation using tools such as Microsoft Office 365 (Word, Excel, SharePoint, OneDrive)
Strong understanding of data protection, confidentiality, and safe handling of sensitive information in line with organisational standards
Experience with digital advertising platforms (e.g., Facebook Ads Manager, Google Ads) or basic web management tools is an advantage
