Background
NRC has provided first-line humanitarian response since 2021 through multisectoral activities in shelter, education, livelihoods and food security, and information, counselling, and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Cash & Market Systems, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.
NRC Somalia is part of NRC’s East & South Africa regional operation, which comprises large-scale multi-country humanitarian and early recovery interventions spread across ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.
Paralegals - Paralegals, engaged as casual staff, will work closely with the NRC ICLA team and relevant government institutions in Jowhar to provide community-based legal assistance, information, counselling, and referral services to displaced and vulnerable populations. They will support case identification, legal awareness raising, dispute resolution follow-up, documentation support, and referrals related to Housing, Land and Property (HLP), civil documentation, and protection concerns. Through regular community outreach and engagement, the Paralegals will help improve access to justice and legal services while strengthening coordination between affected communities, service providers, and local authorities. They will also support case management, data collection, and reporting to facilitate timely and informed interventions by NRC.
Eviction Taskforce Monitors - Eviction Taskforce Monitors, appointed as casual staff, will work closely with the NRC ICLA team and relevant government stakeholders in Jowhar to monitor, document, and report on eviction risks, incidents, and displacement trends affecting vulnerable communities. Primary role will be to support early warning and eviction prevention efforts through regular field monitoring, community engagement, and coordination with local authorities, landlords, and community leaders. The monitors will also provide basic information and counselling services to at-risk households; support awareness raising on eviction-related rights and procedures and contribute to strengthening community resilience against forced evictions. Through structured outreach and data collection activities across designated locations, they will support evidence-based programming and timely response interventions by NRC.

Specific Responsibility
Conduct extensive community outreach to monitor, identify, and document eviction threats, patterns, and risk factors.
Regularly engage with community members, IDP representatives, and local leaders to gather information on emerging eviction risks.
Provide timely referrals to the ICLA team for follow-up on high-risk of eviction cases.
Deliver accurate and accessible information and counselling services to communities regarding their HLP rights and available legal assistance.
Organize and participate in individual and group information sessions across identified displacement sites.
Assist in preparing and conducting community-based assessments (e.g., focus groups, interviews, and surveys) to better understand protection concerns.
Support mapping of relevant service providers and update referral pathways on a weekly basis.
Document and report on all outreach and community engagement activities accurately and in a timely manner.
Support planning and implementation of ICLA activities on a weekly/monthly basis in collaboration with the ICLA team.
Assist with distribution and communication of legal awareness materials.
Strengthen linkages between the community and available NRC services.
Maintain regular communication with the ICLA team in Jowhar for technical guidance.
Coordinate with other NRC field teams to ensure integrated service delivery.
Monitor the quality and impact of services provided during outreach activities.
Submit weekly and monthly reports to designated ICLA staff, including updates on eviction monitoring.
Carry out administrative tasks related to field activities as needed.
Perform any other tasks assigned.
Professional competencies
Generic professional competencies:
Diploma in Law, High School Certificate or equivalent.
Strong organizational skills and attention to detail.
Ability to begin work immediately.
Familiarity with the local context and IDP-related challenges.
Basic computer literacy (MS Office, Excel).
Strong writing and reporting skills.
Experience in community outreach and mobilization.
Experience in case documentation and field data collection.
Knowledge of the Somalia legal system and displacement issues is an asset.
Good communication and interpersonal skills.
Experience working in legal/humanitarian sectors preferred.
Familiarity with eviction response and prevention approaches.

Contract period: On need based.
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Jowhar, Middle Shabelle, with frequent travel to surrounding project sites.
