We are looking for an
Operations Manager (m/f/d)
to join our Operations department at Advario in Singapore, starting as soon as possible.
Summary:
The Operations Manager (OM) is a central leadership role in our business value chain implementing the Group vision, Strategy and Processes driving top performance, innovation and growth across these areas: Safety, Customer Centricity, Asset Integrity, Reliability, Margin and Cost, Governance, Sustainability, Commerciality and Continuous Improvement. The role oversees all activities in Operations and is responsible for safe, efficient and cost effective terminal operations in accordance with the standard operating procedures, safety regulations and corporate standards. As determined by OM on any areas, the role will work with Operation Specialist (OS) and Shift Leaders (SL). Where needed, OM to cover for Terminal Manager (TM) on any duties as determined by TM.
Your Tasks:
1) Administer HSSE Standards, Procedures and Practices
Lead the compliance of HSSE rules and regulations for the respective entity. Set high standards and SMART targets in safety and operational excellence in execution. Engage in Gemba walks to drive proactive safety culture.
Lead in incident investigation and address root causes to prevent recurrence using suitable method such as Causalty 5 Why or A3.
Drive development and implementation of Standard Operating Procedure (SOP), Risk Assessment (RA) and other safety related processes e.g. eMOPI, MOC, HAZID, HAZOP, LOPA, QRA, etc.
Ensure the implementation of safety management framework which include Target Zero, BBSO, MSW, shift team challenge, contractor safety.
2) Manage Emergency Responses and Crises
Lead emergency responses as a Site Incident Controller (SIC) or Site Main Commander (SMC). Where needed, to cover TM's role in Emergency Response as Information Manager.
3) Perform terminal operations and maintenance
Customer Centricity: Manage the controls used to deliver on specifications quality and monitor follow up to abnormal situations to ensure we maintain our customer centricity. Using Integrated Asset Plan (IAP) as a platform to identify ahead planned maintenance and communicate in advance to customers to minimise impact to both sides.
Asset Integrity: Has knowledge of IMS standards pertaining to asset integrity and accountable for field status, practices are aligned with IMS standards. Ensure proper execution of the work processes to sustain asset integrity. Balance long term performance in asset integrity and the demand for short term results.
Reliability: Reinforce adherence to global standards and processes including quality of SOPs/WP and their alignment to actual field practices, i.e., what is written is how it is done via Process confirmations / Gemba walks.
Margin and Cost: On a periodic basis, review and understand cost elements and cost drivers; drive ideation and continuous improvement on utilities consumption, consumables, supplies and waste generation leading to efficiency increase and cost optimization. Be courageous to seek cost outside of budget which can result in revenue generation. Responsible for operational expenses, cost recovery and overtime expenses delivering commercial results for entity/cluster. Lead budget planning yearly.
Governance: Accountable for stocks inventory and a key representative of internal and external audits (corporate, customer, standard bodies, authorities) audits including leading assurance of action follow up and timely closures.
Sustainability: Lead in sustainability ideas and in execution of actions to contribute to the overall carbon emission i.e. equivalent CO2 (tons) per throughout (tons).
Commerciality: Understand business targets (Revenue, Cost and EBITDA) and actively engage in options/improvements in operations to boost revenue.
Continuous Improvement: Understand each process value stream, key areas of waste, optimization and establish an improvement journey and plan. Create a visual environment such that entire ops team is aware of the current performance and surfaces any emerging issues and see that team has Problem solving skills to solve root causes.
4) Drive Operational Performance Management
Periodically review KPIs to be relevant, monitor KPI and review operational performance, implement corrective actions to enhance workflow; lead Process Confirmations to improve business. Ensure direct reports and through them everyone in the operations team truly understand how their roles impact their entity performance against chosen KPIs and contributing to OKRs execution and steer performance directions aligned with local and group strategy.
Engage in strategic planning for assets via cross department collaboration with Maintenance, Logistics, Engineering, Projects, Commercial.
Has oversight of manning for safe and efficient operations working with OS.
Collaborate with Procurement/Commercial/Maintenance on contracts. Extract maximum value from the contracts and where relevant, provide insights to the contracts strategy.
Sponsor innovation adoption and working with cross department HODs to see good business case ideas approved and execute with team members.
5) Perform General Administrative Tasks
Perform any necessary actions using eMOPI, Cority, Hexagon, M files, etc.
6) Administer staff and organisational development
Lead staff development and growth by coaching, performance appraisal, talent development and succession planning.
Drive technical competency and soft skills development working with OS.
Drive VIP (Value Innovation Program) ideas and recognizing shift contributions to motivate engagement.
Coach staff on Performance Management System relevant elements as required by different levels within the operation organisation the cadence, discipline, structure provided by Daily Management System (DMS), Leader Standard Work (LSW) with skills such as Problem Solving (PS), Process Confirmation (PC) and acquiring LEAN white/yellow/green belts. All these is to enhance organisation empowerment, inter department collaboration, generative Continuous Improvement and Circle of Safety to develop a High Performance team.
Job Profile:
10-15 years of operational experience
Oil/Petrochemicals/terminals experience preferred, with at least 8 years of supervisory role
Possess a Bachelor in Engineering/ Petroleum/ Chemical Process related Degree
Possess knowledge related to Engineering and/or Oil and Gas
Good knowledge of process safety and personal safety
Ability to trouble shoot and multi-task
Managing cost and shaping operations culture
Good leadership and communications skills
Ability to build strong working relationships with the direct and Shift teams translating into high performance for the community
