Job Summary:
The Mobility Compliance Officer is responsible for supporting safe, efficient, and equitable use of the City’s transportation and curbside systems through a combination of customer service, education, and regulatory enforcement. This position serves as a visible representative of the City, promoting voluntary compliance with parking and mobility regulations while enforcing applicable codes and ordinances as necessary. The position balances community engagement with consistent enforcement to enhance mobility, accessibility, and overall user experience. This role reports to the Partner and Customer Service Operations Supervisor.
Experience, Education, and Skills:
Minimum Requirements:
- High School diploma or GED.
- Zero (0) to one (1) year of experience in customer service, parking enforcement, code enforcement, security, public safety, transportation, or a related field.
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,
AND
Possession of a valid driver’s license.
Preferred:
- Experience in parking enforcement, code compliance, public safety, transportation operations, or municipal services.
- Experience working directly with the public in a high-contact customer service environment.
- Bilingual skills preferred.
Knowledge, Skills, and Abilities:
- Ability to interpret and apply parking laws, municipal codes, regulations, and ordinances.
- Basic Knowledge of parking technology (handheld devices, Kiosks, License-plate-recognition systems, mobile apps).
- Strong customer service orientation and ability to communicate information clearly and calmly.
- Ability to maintain professionalism during confrontational or high-stress situations.
- Skill in establishing respectful, trusting relationships with community members.
- Ability to work overtime, evenings, weekends, holidays, or varied shifts as business needs require.
- Ability to adhere to City policies, procedures, and conduct standards.
- Ability to exercise sound judgement, prioritize tasks, and meet deadlines.
Essential Functions:
- Patrols assigned areas, including downtown, hospital districts, university campuses, and other designated zones, on foot and/or by vehicle to monitor parking and mobility activity.
- Promotes compliance with parking and curbside regulations through education, communication, and proactive public engagement.
- Enforces applicable parking regulations and municipal codes by issuing warnings and citations using handheld electronic devices.
- Provides courteous, professional assistance to the public, including directions, parking guidance, and support with meters, permits, and mobile payment applications.
- Responds to inquiries, concerns, and complaints in a timely and professional manner and ensures appropriate follow-up.
- Observes and reports unsafe or non-compliant conditions, including malfunctioning meters, damaged signage, roadway hazards, and accessibility issues.
- Supports special events and peak traffic periods by assisting with parking operations, wayfinding, congestion management, and temporary traffic control measures.
- Coordinates with the Police Department and other City departments when higher-level enforcement or public safety intervention is required.
- Prepares and maintains accurate logs, reports, and documentation related to citations, daily activity, and equipment issues.
- Appears and testifies in municipal court, as required, to support issued citations and enforcement actions.
- Assists in monitoring and supporting broader mobility initiatives, including curbside management, accessibility compliance, and multimodal transportation efforts.
- Operates handheld devices, radios, and City vehicles in the performance of assigned duties.
- Represents the City in a professional and positive manner, fostering public trust and community relations.
- Performs other duties as assigned.

Travel: Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites.
Work Environment:
- Outdoor work in all weather conditions, including extreme heat, cold, precipitation, and wind.
- Frequent exposure to noise and traffic in busy urban environments.
- Work independently and occasionally in groups or team settings.
- Engage directly with the public, including interactions that may be confrontational.
- Encounter hazards associated with working around vehicles, streets, and parking areas.
Physical Requirements:
- Strength and stamina to perform foot patrols and stand or walk for extended periods in all weather conditions.
- Ability to mark tires, bend, stoop, squat, knee, and reach when performing inspection tasks.
- Ability to carry, hold, and operate handheld enforcement devices and radios.
- Frequent standing or walking.
- Ability to lift and move objects up to 10lbs frequently and up to 25 lbs. occasionally.
- Ability to perform repetitive motions with arms and hands.
- Hearing and speech to communicate clearly both face-to-face as well as over the radio.
- Reading ability sufficient to read and understand laws, regulations, and ordinances pertaining to parking enforcement.
- Visual acuity Sufficient for reading codes and regulations, viewing computer screens, and observing vehicle details.
- Capacity to identify colors and read signage to ensure accurate enforcement.
