Formulate and implement corporate security operations strategies, policies and management systems in alignment with corporate and departmental objectives to safeguard the Corporation’s assets and properties
Plan, execute and monitor security programmes to reduce security risks and enhance staff perception of security
Ensure a high level of operational preparedness for effective response to emergencies and major incidents
Conduct regular reviews of security risks at corporate premises, identify vulnerabilities and implement mitigation measures, including the use of security technology
Oversee permit systems and the operation of the Staff Card Office at Headquarters and the Permit Office at West Kowloon Station to maintain effective access control
Develop and maintain close liaison with law enforcement and relevant authorities to strengthen crime prevention and incident response
Identify training needs and develop training programmes to ensure corporate security staff are competent in security operations and customer focused duties
Ensure compliance with corporate safety requirements and monitor the safety performance of the security operations team
Conduct drills and exercises to enhance staff preparedness and response capability for contingency/emergency scenarios with notable security and safety concerns
Requirements
Degree in a related discipline
Possession of qualification of a recognised professional institution (i.e. Security Institute, International Professional Security Association or Certified Protection Professional)
A minimum of 12 years’ security management experience in a sizeable organisation or disciplinary force, of which at least 5 years should be at managerial level overseeing a substantial workforce
Strong knowledge of contemporary security management principles, risk management and operational best practices
Proven leadership capability in managing large / uniform teams and complex security operations
Able to work independently under pressure and make sound decisions during emergency or crisis situations
Good command of written and spoken English and Chinese
