

Sexual and Reproductive Health (SRH) Policy and Systems
Strengthening Consultant (Remote-Based)
Purpose of the Consultancy
UNFPA seeks a dedicated consultant to accelerate the
implementation of the Responsible Parenthood and Reproductive
Health (RPRH) and Universal Health Care (UHC) laws. Operating
remotely, the coordinator will support various Department of
Health (DOH) bureaus, including the Disease Prevention and
Control Bureau, Health Promotions Bureau, Health Facility
Development Bureau, Health Human Resources Development
Bureau, Supply Chain Management Service, National Health
Insurance Program (PhilHealth), and other relevant DOH units as
necessary to ensure accessible, affordable and quality SRH
services are prioritized especially for those furthest left behind.
Scope of work:
The consultant will provide technical and coordination support
through the following digital and remote-facilitated tasks:
A. Systems strengthening and integration
● Support the pilot integration of Barcode Track and Trace
into the DOH’s e-Logistics Management Information
System (pilot in BARMM)
● Provide technical advice on the Family Planning benefit
package design for Intrauterine device and implant
removal.
B. Resource Mobilization
● Identify and coordinate potential resource mobilization
initiatives to diversify UNFPA’s SRHR investments.
○ Government Engagement: Actively engage with the
Department of Health (DOH) and PhilHealth to
identify opportunities for UNFPA to receive funding
for the implementation of required technical
assistance.
○ Co-Financing Agreements: Support the
establishment of co-financing agreements with the
government to facilitate the procurement of critical
Sexual and Reproductive Health (SRH) commodities,
including those for SRH in emergencies
○ Financing Alignment: Coordinate with multilateral
financial institutions (e.g., World Bank, ADB) and domestic programs like PMNP to align SRH financing
and technical support
● Donor Mapping & Intelligence: Identify and track funding
opportunities from bilateral donors, private foundations
(Gates, Packard, Temasek Foundation), and multi-lateral
funds (Global Financing Facility).
● Proposal Development: Lead the technical drafting of grant
applications, ensuring that MH/FP interventions are
evidence-based, cost-effective, and aligned with CP9 and
donor priorities.
C. Innovations Solutions
● Innovative Solutions: Coordinate with stakeholders to
develop evidence-based, innovative programmatic
solutions for SRHR issues, e.g. Playbook for Marginalized
populations.
● Mobilize and coordinate National DOH and private sector
sector support and participation in the implementation of
Women X to address Maternal deaths in Laguna province.
● Support the design of a programme to advance
reproductive rights in the private sector and increase
participation in the Coalition for Reproductive Justice in
Business (CRJB).
● Support in the development and consolidation of SRHR
indicators that can be integrated into the companies
participating in the CRJB.
D. Virtual Coordination & Policy Support
● RH Technical Working Group: Support the multisectoral
platform for Reproductive Health now called National Inter
Agency Council for RPRH (formerly the RPRH NIT) and the
RPRH adhoc committee by setting digital agendas, and
developing multi-sectoral reports.
● Inter-agency Facilitation: Facilitate remote coordination
between DOH, UNFPA, and other stakeholders to align
RPRH activities with national policies.
● Policy Analysis: Analyze policy papers and strategy
documents regarding new SRH developments in
development contexts to prepare briefs for virtual policy
dialogues.

Seven (7) months and fifteen (15) days

The accomplishment report described above will be prepared by
consultant, reviewed and verified by the UNFPA Maternal
Health/Family Planning Programme Analyst
Supervisory arrangements:
Overall supervision of the Head of the Programme and direct
supervision of the UNFPA Maternal Health/Family Planning
Programme Analyst.
Required expertise, qualifications and competencies, including language requirements:
● Education: Advanced University Degree in Public Health,
Medicine, Nursing, Sociology, or related fields
● Experience: At least two (2) years of experience in
implementing/supervising health and RH programs.
● OR Bachelor’s degree with four years of relevant experience
in implementing/supervising health and RH programs.
