This role contributes directly to NORCAP’s commitment to strengthening public systems and financing approaches that support resilient, inclusive education in crisis contexts.
You will be seconded to the Ministry of Education and Science of Ukraine (MoES) as Public Finance Analyst, supporting its efforts to sustain and reform the education system during ongoing conflict and recovery. The Ministry is focusing on ensuring safe learning environments, restoring infrastructure, and improving financing for inclusive education and mental health support across the country.
The Role
The Public Finance Analyst (Education Financing) will strengthen the Ministry’s capacity to analyse, design, and improve education financing mechanisms, with a particular focus on state budget transfers to local authorities. Success in this role means enabling more effective, transparent, and evidence‑based use of public funds to deliver safe, inclusive, and resilient education services.
This position is based in Kyiv, Ukraine and is a non-family posting. The contract runs until 31 December 2026 (with possible extension) and reports to the Deputy Minister at the Ministry of Education and Science and the NORCAP Education Thematic Manager.
