The role
As Global Control Standard Owner (CSO) for Personal & Physical Safety & Security (PPSS), you are accountable for the end‑to‑end lifecycle, quality and governance of global PPSS control standards, guidelines and procedures and organisational chart. You translate PPSS policy requirements, regulatory obligations and ING’s risk appetite into clear, actionable and auditable control standards, guidelines and procedures that can be implemented, tested and monitored consistently across all entities. The CSO defines what controls must exist and how they are governed; execution ownership remains with first‑line control owners.
You act as the bridge between policy (owned by NFR) and execution (owned by first‑line control owners). This includes defining control objectives, processes and controls; enabling effective global implementation; and ensuring robust monitoring, reporting and continuous improvement of the PPSS control environment.
You are part of the management team, working closely with the Global Lead Buildings & Operations, Global Lead Personal Protection & Events, Global Lead IT Asset Management, Intelligence, ODCR Business Partners, Risk, Compliance and Audit.
The team
You are part of the Global PPSS leadership set‑up and work in a highly collaborative model across PPSS pillars, ODCR and second‑line stakeholders. While this role does not manage a large hierarchical team, it carries significant global influence through content panels, sounding panels, governance forums and the global PPSS community.
Roles and responsibilities
Strategic responsibilities
Own the global PPSS control standard portfolio (including guidelines and procedures), ensuring alignment with ING’s Internal Control Binding Principles, PPSS policy and defined risk appetite.
Own and maintain the Global PPSS governance framework and PPSS Charter, ensuring clear roles, decision rights and alignment between global and local PPSS execution
Contribute to PPSS strategy by translating emerging risks, regulatory developments and geopolitical context into control objectives and standards.
Act as first‑line representative for PPSS control standards towards senior management, ODCR and second‑line oversight.
Ensure strong integration across governance, compliance, ethical, legal and risk domains, maintaining a coherent and defensible PPSS control environment.
Control standard lifecycle ownership
Lead the complete control standard lifecycle, including: decision and planning for new or updated control standards, participation in (annual and trigger‑based) risk assessments initiated by the Policy Owner, definition of control objectives, processes and key controls, drafting, sounding, approval and publication of control standards.
Ensure high‑quality control descriptions that are clear, implementable and testable.
Maintain traceable mapping between PPSS policy risks, control objectives, controls, and mitigating measures.
Maintain proper documentation, approvals and version control in PLM, including BNFRC approval where applicable.
Implementation enablement & consultancy
Enable effective global implementation of control standards by: working closely with ODCR Business Partners, supporting applicability assessments and gap analyses, guiding local control owners in interpretation and application.
Provide ongoing consultancy and advice to entities on: new or renovated locations, interpretation of PPSS Generic Control Standards and Global Procedures, use of the Security Control Tool (SCT) and related manuals.
Act as first‑line PPSS control expert towards Global Real Estate Management, supporting early‑stage location decisions and clarifying PPSS requirements.
Develop and maintain best‑practice documentation to support consistent global implementation.
Develop and coordinate global PPSS training and awareness activities related to control standards, procedures and control execution, in close collaboration with PPSS stakeholders and ODCR
Provide structured guidance, communication and training on the interpretation and correct application of Global PPSS Control Standards, guidelines and procedures.
Monitoring, reporting & continuous improvement
Defines monitoring frameworks and interprets results at framework level.
Define and maintain Key Control Monitoring (KCM) plans, including monitoring techniques, testing frequencies, thresholds and evidence requirements.
Oversee monitoring and evaluation of control execution, including Framework Level Evaluations (FLE).
Ensure high standards for quality, completeness and consistency of control evidence.
Ensure correct and timely iRisk registration and monitoring of: PPSS issues and events, waivers and deviations, key risks and KRIs (including RAS items), and key controls.
Jointly prepare and deliver quarterly NFRD reporting with second‑line stakeholders.
Analyse monitoring outcomes, incidents, audit findings and deviations to identify structural issues and improvement actions for subsequent control standard cycles.
Provide structured input for policy updates and future planning.
Governance rhythm & stakeholder engagement
Drive and participate in the PPSS governance cadence, including: recurring global and regional entity meetings, combined first‑ and second‑line PPSS staff sessions, functional steering and governance forums.
Contribute to PPSS domain‑wide cycles such as annual target setting and review, ensuring alignment between control standards, priorities and risk appetite.
Act as primary first‑line contact for PPSS control standards towards ODCR, NFR, Compliance and Audit.
Tooling, data & innovation
Contribute to the development and evolution of PPSS tooling, including the Security Control Tool (SCT) and related global user interfaces.
Support initiatives to improve data quality, transparency and usability of control, evidence and maturity information.
Collaborate with PPSS Intelligence and other pillars to enable integration of control data with external intelligence and threat insights, supporting risk‑based decision‑making.
Respond to entity needs related to standardisation, global contracting, technical standards and PPSS knowledge sharing.
Leverage data analytics and control performance data to support forecasting, early‑warning indicators and proactive risk insights, in collaboration with PPSS Intelligence and second‑line stakeholders.
Community & knowledge sharing
Facilitate and nurture the global PPSS community, enabling structured knowledge sharing, best‑practice exchange and consistent interpretation of standards.
Contribute to global PPSS events, sessions and conferences.

You are comfortable operating across complex stakeholder landscapes, balancing regulatory expectations, operational reality and control effectiveness. You proactively use data, monitoring outcomes and evaluation results to strengthen ING’s PPSS control environment.
Who we are looking for
Master’s degree preferred (Risk Management, Business Administration, Law, Security, or similar).
8–10+ years of experience in non‑financial risk, internal control, compliance or control framework roles within a complex, preferably regulated organisation.
Proven experience with control standard development, control lifecycle management and monitoring frameworks.
Strong understanding of governance frameworks, ICBP and assurance expectations.
Experience working across first and second line functions.
