HR MANAGER (MANCO LEVEL)
Location: Windhoek
Reporting to: Managing Director
We are seeking a mature, fair, and resilient HR Manager to join our Management Committee (MANCO) and lead the Human Resources function within a fast-paced, unionised operational environment.
This role requires a hands-on HR professional with strong Industrial Relations (IR) expertise, solid payroll experience, and the ability to partner closely with Operations while maintaining a balanced, ethical, and people-centred approach.
Key Responsibilities

Lead and manage the full HR function across the business

Act as a strategic partner to Operations and Executive Management

Drive and manage all Industrial Relations processes, including:

Disciplinary hearings
-
Grievances
-
CCMA / Labour Commissioner cases
-
Union engagement and negotiations
-
Ensure all IR matters are handled fairly, consistently, and in line with both company policy and employee rights

Review, update, and implement HR policies to ensure compliance, relevance, and practical application in operations

Oversee and manage the payroll function, ensuring accuracy, compliance, and governance

Personally manage and capture payroll for MANCO, while overseeing Payroll Administrators

Manage and develop Payroll Administrators and HR team members
-
Ensure compliance with labour legislation and internal policies
-
Support organisational change, restructuring, and workforce planning initiatives
-
Drive employee engagement, performance management, and culture alignment
-
Initiate and build succession planning frameworks to identify and develop future talent within the business

Provide HR reporting and insights at MANCO level
Minimum Requirements
-
Bachelor's Degree in Human Resources or related field

Minimum 5+ years' HR Management experience

Extensive Industrial Relations experience is essential

Proven experience working in a highly unionised environment

Strong experience in payroll processing and oversight

Experience operating at a management / MANCO level

Solid understanding of labour legislation and compliance requirements
