The Capture Specialist is responsible for all administrative aspects of Capture management—primarily by assisting the Capture Manager in deeply researching potential clients, identifying their needs, monitoring the capture budget, developing compelling win strategies, and orchestrating the proposal process to maximize the chances of securing a contract. Often working closely with various teams within the company before a formal Request for Proposal (RFP) is released.
Key Responsibilities:

- Opportunity identification and qualification:
- Supports Capture Manager in actively seeking out potential business opportunities, assess their viability, and determine if they align with the company's capabilities and strategic goals.
- Market research and analysis:
- Supports Capture Manager in conducting in-depth market research to understand customer needs, competitive landscape, and key buying criteria to inform the capture strategy.
- Win strategy development:
- Supports Capture Manager in developing a comprehensive win strategy outlining the key differentiators, value proposition, and approach to address customer pain points, including pricing and teaming strategies.
- Capture planning and execution:
- Supports Capture Manager in creating a detailed capture plan, including timelines, roles, responsibilities, and resource allocation to manage the pursuit process effectively.
- Customer relationship building:
- Supports Capture Manager in establishing and maintaining strong relationships with key decision-makers at potential clients to understand their requirements and influence their buying decisions.
- Proposal development oversight:
- Supports Capture Manager in leading the proposal team, ensuring the proposal aligns with the win strategy, is compelling, and effectively communicates the company's capabilities.
- Competitive analysis:
- Supports Capture Manager in assessing competitor strategies and identify potential weaknesses to position the company for a competitive advantage.
- Team collaboration:
- Supports Capture Manager in working closely with subject matter experts (SME), technical teams, sales representatives, and other stakeholders to gather necessary information and develop a winning proposal.
- Post-proposal activities:
- Supports Capture Manager in participating in debriefs to analyze win/loss factors and continuously improve capture processes.
- Proposal support:
- Supports the Capture Manager, Proposal Manager, Sr. Proposal Manager, or Director of Proposals in providing responses to RFPs.
- Assists the Proposal Team by requesting data calls from internal functional leads and teaming partners.
- Partner and Team Building
- Assists the Capture Manager with Non-disclosure Agreements (NDA), Teaming Agreement (TA) development, Subcontractor Statements of Work (SSOW), and sole source justification documentation—coordinates and processes NDAs and TAs through the V2X contracts and compliance process.
- Key Personnel and Job Postings
- Assists the Capture Manager with Key Personnel job postings, working with HR to ensure postings are accurate, performing initial reviews of candidates’ qualifications, and coordinating with candidates for résumé inclusion in proposals.
- Brief and Presentation Development
- Supports Capture Manager in the development of data and slides for gate briefs, strategy and solution meetings and reviews, coordinating attendees and taking accurate notes.
- Consultant Support
- Leads the process for engaging consultant support across the Growth Team, working with internal procurement staff, Capture and Proposal Managers, consultants, and others, as needed.
- Senior Staff Coordination
- Communicates with senior corporate leadership (e.g., meetings, emails, and phone calls).
- Performs other duties as assigned.
Material & Equipment Directly Used:
- Computer, printer, communications devices and other general office equipment, to include networked printers.
- Proficiency in use of SharePoint, MS Dynamics (CRM) and MS Office applications including Word, Excel, and PowerPoint.

- Education:
- Bachelor’s degree in Business Administration, or equivalent experience from which comparable knowledge and job skills can be obtained.
- Experience:
- Requires at least three (3) years’ experience in capture management and analysis for a government contractor. Other types of experience may be considered.
- Basic understanding of government procurement, Federal government contracts, regulations and procedures, and government operations and maintenance services.
- Must be proficient in MS Word, Excel, and PowerPoint.
- Other Requirements:
- Ability to Travel up to 20%.
- Desired Qualifications
- Experience:
- Capture training in Shipley process highly desired.
- Other Requirements:
- Prefer secret security clearance but not required
Skills and Qualifications:
- Strong business acumen and understanding of sales cycles
- Good communication and presentation skills to effectively convey complex information to Capture and Proposal Managers
- Analytical skills to evaluate market trends, customer needs, and competitive landscapes
- Leadership abilities to assist Capture Manager to manage and motivate cross-functional teams throughout the capture process
- Strategic thinking and ability to develop winning strategies
- Experience in government contracting or relevant industry knowledge is often preferred
