

Ensure that all Scopes of Work, procurement strategies, cost structures, and contractual frameworks are effectively developed during the pre-contract stage, and that all contract administration, cost control, variation management, and financial coordination are efficiently executed during the post-contract stage.
Act as a key interface between technical, procurement, and finance functions, ensuring that all commercial decisions are aligned with project deliverables, authority requirements, and KEZAD’s strategic development objectives.
Lead and manage all commercial and procurement activities during the pre-contract phase, ensuring that all scopes, cost structures, and contractual frameworks are clearly defined, competitive, and aligned with the organization’s development objectives.
Lead the preparation, structuring, and validation of detailed Scopes of Work (SOW) for master planning, infrastructure, and building design services.
Ensure alignment between technical deliverables (CMP, DMP, design stages) and commercial packaging.
Coordinate with Master Planning, Infrastructure, and Development teams to capture full project requirements.
Develop and review cost estimates, BOQs, and resource-loaded design manhours for consultancy and contracting services.
Ensure cost benchmarks align with UAE market standards and the organization’s budget expectations.
Support feasibility and investment teams with commercial inputs for development strategies.
Prepare and manage RFPs / RFQs / tender documents, including pricing structures, deliverables, and contractual conditions.
Lead tender evaluation processes (technical & commercial), including bid analysis, normalization, and recommendation reports.
Conduct commercial negotiations with bidders to achieve best value for the organization.
Draft and finalize contracts in coordination with Contracts & Procurement Department (CPD).
Ensure contractual clarity on: Deliverables and milestones, Payment mechanisms and Variation procedures
Prepare internal approval documents and board-level award justifications.
Manage contracts across their full lifecycle, ensuring compliance with agreed terms and conditions.
Administer contractual correspondence, instructions, and notices in accordance with contract provisions.
Maintain proper documentation and audit trials for all contractual actions.
Review, assess, and negotiate variations, change orders, and claims submitted by consultants and contractors.
Ensure all variations are: Technically justified, commercially evaluated and properly approved before implementation.
Track cumulative variation impacts on project budgets.
Review and validate interim payment applications and invoices against contractual deliverables and progress.
Ability to review BOQs, cost plans, and design hours.
