*Job Summary*
The HSS (Health System Strengthening) Provincial Officer is a part of the SGBV Project Maluku Province (ARUMBAE) team. The HSS Provincial Officer main responsibility is to ensure the successful implementation of activities as per the workplan within the area of intervention in Maluku Province (Provincial level and Central Maluku District). Particularly in providing support to health service providers so that they can deliver optimal and high-quality services in relation to victims and survivors of sexual and gender-based violence (SGBV) and in relation to voluntary contraception services in Maluku Province.
This position report to Project Coordinator - ARUMBAE and s/he will need to coordinate within relevant units and other staff in Yayasan IPAS Indonesia, to ensure sexual violence survivors can have timely and qualified access to health care and other cares needed.
S/he collaborates with the Community Access and Mobilization (CAM) Provincial Officer to ensure successful intervention that strengthens provision of comprehensive SGBV care and other reproductive health services for survivors of sexual violence in project areas.
Project Management:
- Participate in the development of a detailed implementation plan (DIP) of ARUMBAE annual activity plan that should be approved by Team Leader.
- Under the supervision of the Project Coordinator – ARUMBAE, prepare and implement activities relevant with the Detailed Implementation Plan (DIP) in all areas of intervention and ensure its high-quality execution. This includes but not limited to the ToR development and coordination with other units of Yayasan IPAS Indonesia and the operations support team
- Support the Project Coordinator - in ensuring collaboration with key stakeholders, particularly health workers, health facilities, and relevant local government agencies.
- Ensure the quality of activity implementation so that each activity achieves its predefined objectives and contributes directly to project outputs and outcomes.
- Submit progress reports on HSS components to the Project Coordinator - ARUMBAE and share lessons learned to continuously improve project implementation quality.
M&E
- Collect, complete, and review relevant documents from health facilities and upload/store in the designated database
- Ensure submission of the reports on a regular basis or as directed by MERLA team.
- When deemed necessary, contribute to the drawing of lessons learned from intervention on the SGBV issue, contraception, and/or other SRHR related issues.
- Ensure that planning and implementation of activities align with objectives, and that outputs meet agreed plans.
Technical Assistance:
- Together with the Project Coordinator - ARUMBAE, provide technical assistance to health services, health officers, key stakeholders, and other relevant parties involved in holistic services provision for victims and survivors of SGBV, particularly Sexual Violence Crimes Law No. 12/ 2022 and Health Law No.17/2023
Reporting and Publications:
- Contribute to monthly project reports.
- Contribute to the preparation of reports for donors and other stakeholders, both in the form of data input and narrative content.
- Contribute to Yayasan IPAS Indonesia’s reporting and publications, including but not limited to documentation of activities and/or public education through appropriate media in line with expertise.
Finance:
- Understand and comply with the Finance regulation in Yayasan IPAS Indonesia for all the activities
HR & Administration
- Understand and comply with the HR regulation in Yayasan IPAS Indonesia
- Collaborate with other teams in Yayasan IPAS Indonesia
- Ensure all activities comply with the regulation in Yayasan IPAS Indonesia
Ethics
- Understand and practice ethical process and behavior as per the organization's standard

- Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan IPAS Indonesia
Other
- Perform other related duties as required
Internal & External Customers / Suppliers as well as Third Parties
- Collaborate with other unit advisors, managers, project coordinators, and HSS Specialist for successful project implementation.
- Ensuring all project activities and its external partners comply with Yayasan IPAS Indonesia's branding strategy and design.
- Maintain mutual relationships with partners and other stakeholders through representation of Yayasan IPAS’s mission to uphold women’s and girls’ rights to quality SRH.
- When deemed necessary, represent the project at provincial and district level coordination meeting with relevant stakeholders to ensure incorporation of Yayasan IPAS objectives into the discussion
Position Requirements
- Bachelor’s degree in a relevant field (health or public health) with at least three (3) years of experience in development-related work.
- Experience working with non-governmental organizations (NGOs).
- Experience working with health facilities, medical and health personnel, including those from government and non-government organizations.
- Strong knowledge of health system strengthening.
- Strong knowledge of reproductive health issues and health services for victims and survivors of VAWC/SGBV and voluntary contraception.
- Knowledge of gender issues, particularly gender-based violence.
- Fluency in Indonesian, both spoken and written.
- English proficiency is an advantage.
- Proficient in using Microsoft Office suite.
- High integrity and strong attention to detail
