The Government of Ethiopia is advancing digital transformation within the Ministry of Revenue (MoR) to improve tax administration and service delivery, including the rollout of a mobile application for taxpayers to enhance access, compliance, and digital engagement. Following an initial pilot, the Ministry is entering a phase focused on scaling the application, strengthening system integration, and embedding its use within core operations, alongside broader efforts to develop data and analytics capabilities.
To support this, the Tony Blair Institute for Global Change (TBI) is working alongside the Government to provide implementation and technical support and is recruiting an IT Lead to oversee the launch and post-launch phases of the mobile application, coordinate with third-party software providers, support data platform initiatives, and build internal capacity within the Ministry.
Key Responsibilities:
Technical advice and facilitation in launch and post-launch support of the mobile App pilot including implementation of the governance framework.
Lead post pilot scoping of the next phase of the mobile app for taxpayers including developing technical requirements, integration needs, delivery options and indicative costing that is aligned to MoR’s needs and available capacities, verifying recommendations.
Lead technical point person between MoR, TBI and third-party software firm to support the mobile app deployment
Support change management, user testing, documentation and handover of the mobile app and embed mobile optimised approach within MoR operations
Lead capacity building to enable ownership and maintenance of the mobile App by MoR
Refine and ensure implementation of a MEL system focussed on quantifying impact of the mobile app adoption
Technical support to the Datawarehouse Advisor in delivering the MoR Datawarehouse strategic plan and implementation of BI tools
To provide input into capacity building and business development within TBI
Core deliverables:
Final technical requirements for a post-pilot phase of the mobile application (MOR Super App)
Ensure complete delivery of technical training and documentation with appropriate impact monitoring reports submitted
Successful pilot launch and post-pilot support facilitation of the mobile app including MEL impact report.
Attendance and technical input into all meetings including weekly internal project meetings, fortnightly sprint meetings, weekly client and supplier meetings.
MEL reports in line with TBI and stakeholder requirements are delivered.
Person Specification
Experience
A minimum of 12 years of comprehensive experience in IT
Direct experience of designing, launching and managing the rollout of a digital service in multiple locations - ideally at national level, with strong preference for delivering and managing mobile applications
Experience in selecting technology stacks, frameworks, and setting coding standards
Familiarity with current development tools, languages, and frameworks.
Experience working in internationally funded programmes
Experience working with Government and/or in public service design and roll out
Experience in project management, including negotiating with vendors and managing third-party technical partnerships.
Experience working in Agile/Scrum environments and defining technical requirements
Prior experience working on digitisation programmes/projects in Ethiopia or emerging markets, especially in Sub-Saharan Africa, is highly desirable.
Familiarity with public finance and tax systems is a plus

Qualifications
Master’s degree in Computer Science, Software Engineering, Information Systems or related field.
Specialised courses or certifications on Mobile App development (Android & iOS), Data Warehouse, Artificial Intelligence from reputable institutions.
Certification in professional project management is a plus
