Background
The 2023–2029 country programme for Belgo-Mozambican cooperation is centred on addressing climate challenges, with a specific emphasis on three key public services: water, energy, and waste management. The program also targets energy transition and efforts to mitigate losses and damages.
Enabel Mozambique is also implementing projects within global partnerships with other donors: MAF, The EU, GCF and Brussels Capital Region.
The Climate-PFM project, targets Mozambique's acute climate vulnerability—ranked highest globally in 2019 by the Global Climate Risk Index—with intensifying cyclones, floods, and droughts like Idai threatening up to 9% GDP loss by 2050 and exacerbating poverty. It will develop climate-responsive methodologies (e.g., budget tagging, green procurement), deliver national training for key ministries (Finance, Planning, Economy, Agriculture/Environment), and secure sustainable governance to align public finance with Paris Agreement/NDC goals, enhancing resilience, transparency, and access to climate funds per Helsinki Principles and global standards.

Major Responsibilities
Technical Advisory
Provide high‑level advisory support by reviewing and validating consultant deliverables across all project result areas. Prepare policy briefs and implementation notes for senior management and act as focal point for coordination with donor working groups, bilateral and multilateral partners, and the Coalition of Finance Ministers for Climate Action. Promote evidence‑based interministerial dialogue and strengthen engagement with civil society, the private sector and other key stakeholders.
Capacity Building & Mentoring
Design and roll out a national climate‑responsive PFM capacity‑building programme, including manuals, training materials and courses. Support the adoption of the Climate‑Responsive PFM Toolkit in alignment with national systems and procedures, and disseminate relevant international best practices adapted to the Mozambican context.
Knowledge Management
Develop and maintain a consolidated project roadmap, organise an internal knowledge repository and lessons‑learned system, and produce regular project reports. Ensure continuous feedback is integrated into the National Training Programme.
Promote regular stakeholder exchanges on Climate-PFM for alignment, coordination and collaboration.
Project Coordination & Integration
Work closely with the Project Manager to align work plans, timelines and cross‑outcome activities, ensuring coherence, avoiding duplication, and identifying emerging risks early.
