BackgroundGrenada is in the process of reviewing and submitting its NDC 3.0. In an effort to advance implementation with an economy-wide focus and near-term acceleration in the power and transport sectors. The Government has prioritised establishing an Energy Transition Coordination Mechanism (“the Mechanism”) to drive policy coherence, project delivery, and data/MRV integration across government and with non-state partners. To jump-start this effort, the Government (via Climate Analytics (CA) and with support from the NDC Partnership) will host one Embedded Advisor with priority on accelerating the energy transition.
Objective of the assignment
Design and operationalise an Energy Transition Coordination Mechanism and deliver a focused package of regulatory, planning, MRV, and engagement support to assist Grenada in implementing NDC 3.0 - aligning with the IRRP, the PURC’s regulatory functions, the Transport Commission’s EV Policy, the NSDP 2035, the National Energy Policy, Vision 75 and the forthcoming LEDS-SA.
Scope of work
Mechanism Design & Set-Up- Advise the Permanent Secretary (PS) on Mechanism design options (eg internal to ministry vs. semi-autonomous/hosted), map functions, and produce Mechanism TORs, governance, and resourcing plan.
- Draft a 12-month Mechanism work plan with milestones, decision timelines, and an engagement calendar.
Energy Transition Framework & Pipeline- Prepare a concise Energy Transition Framework that sequences priority actions (2025–2030/2035), including, inter alia, RE + storage scale-up, wind/geothermal decision points, grid readiness, and transportation/EV policy rollout.
- With input from sectoral ministries and non-state actors, prepare a bankable pipeline concept list with roles, enablers (policy/regs), and finance entry points (grant/concessional/blended).
Regulatory & Policy Alignment- Coordinate with PURC and other relevant stakeholders on regulatory priorities (tariffs, PPAs, grid access, interconnection rulebook) supporting NDC delivery.
- Support the Transport Commission on EV Policy design linkages to power system readiness.
- Ensure alignment with LEDS-SA development and national planning/budgeting cycles.
Data, MRV & Transparency- Define priority data flows and responsibilities for energy/transport indicators; propose quick-win tools/templates for focal points.
- Establish a light progress tracker for NDC energy actions (ETF/BTR-ready hooks) to feed into the NDC implementation plan.
- Develop and support implementation of recommended data collection systems to close gaps within the energy and transport sectors.
Stakeholder Engagement & Communications (interface with Climate Analytics led work)- Support coordination of targeted briefings (Cabinet/Parliament; sector and non-state actor roundtables etc.).
- Support drafting technical talking points and short notes for leadership, consistent with the communications products led by the Ministry.

Reporting and location
- Reports to: Permanent Secretary (Host Ministry) or designate; day-to-day coordination with the Ministry’s NDC focal point/NCCC Secretariat and designated contact within the Renewable Energy Division.
- Duty station: Grenada (full-time presence).
- Coordination: With NDC Partnership Support Unit, Climate Analytics, and development partners as requested by Government.
Your profile
Essential:
•
8–10+ years in energy transition/power sector policy and/or regulation, including SIDS or comparable contexts
•
Proven familiarity with Grenadian climate change policymaking context
•
Familiarity with PURC-type regulatory functions (tariffs, PPAs, IPP frameworks, interconnection) and utility planning (IRRP/LT-plan)
•
Experience integrating transport-power nexus (EV policy/charging impacts)
•
Demonstrated ability to manage multi-stakeholder processes and produce practical implementation plans
•
Strong data/MRV literacy and excellent communication skills.
Desired:
•
Experience with concessional finance and project preparation
•
Prior work with NDC/LT-LEDS processes, ETF/BTR
