Public Health Policy and Program Advisor
Join us and be the driving force behind advancing strategic public health policy and partnerships across PAHO.
The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking an energetic, results-driven and service-oriented Public Health Policy and Program Advisor to provide high-level policy analysis, strategic advice, and coordination to strengthen PAHO’s technical cooperation and partnerships in the Central American subregion.
Under the direct supervision of the Head, Country and Subregional Coordination (CSC), the selected candidate will:
• Provide policy analysis and strategic advice to support oversight of PAHO’s technical cooperation in the Central American subregion and ensure alignment with organizational mandates and priorities.
• Lead the development of strategies to support innovative and efficient modalities of work within subregional integration mechanisms and promote inter-programmatic collaboration.
• Strengthen institutional coordination by supporting mechanisms for effective planning, target setting, and programmatic alignment.
• Establish and maintain partnerships with PAHO/WHO entities, UN organizations, intergovernmental bodies, and other stakeholders to enhance programmatic integration and impact.
• Review project proposals and contribute to resource mobilization strategies to support implementation of the Biennial Work Plan (BWP).
• Provide strategic and technical guidance on technical and policy documents, and support high-level meetings and governing body processes.
• Support the development of operational procedures, policies, and collaboration mechanisms across the Organization.

What is required for this position?
Education
Essential: A bachelor’s degree in one of the health, social or management sciences and a master’s degree in public health, public policy, international relations, public administration, political science or any other field related to the functions of the post from a recognized university.
Experience
Essential: Nine years of combined national and international experience working in international development programs involving multiple stakeholders. Experience should include development of strategy and programmatic analysis, planning and evaluation of health programs including resource mobilization.
Desirable: Knowledge/expertise on Subregional Integration mechanisms.
Languages
Fluency in English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
IT Skills
Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

The skills required are:
• Demonstrated expertise in public health and international technical cooperation, including program planning, implementation, monitoring, and evaluation.
• Strong knowledge of Central American subregional integration mechanisms and governance structures.
• Sound knowledge and skills in policy analysis and project formulation and management.
• Ability to design and operationalize technical cooperation interventions, including monitoring and evaluation frameworks.
• Proven ability to build and sustain strategic partnerships with diverse stakeholders.
• Strong written and oral communication skills, including the preparation of high-level reports and technical documents.
Duration of Contract
This is an initial 11-month assignment, with the possibility of extensions, subject to satisfactory performance and funding availability.
