GENERAL DESCRIPTION:
Under the direction of the Inland Fisheries Division Director, the Deputy Division Director is responsible for performing advanced (senior-level) managerial work providing strategic and operational planning, general administration, budget monitoring, and performance tracking, and serves as the Acting Division Director in their absence. Oversees daily operations of Division field stations, fish hatcheries, programs, services, and personnel that sustain high-quality fishing experiences in Texas public waters, including monitoring of fisheries resources, development of recommended harvest regulations, fish culture and stockings, fish habitat enhancements, angler engagement, and fishing access improvements. Plans and coordinates routine program evaluations and assembles strategies to enhance program effectiveness. Leads, manages, supervises, and motivates a high performing team of geographically dispersed fisheries professionals. Administers budgets that support and sustain the Division’s sport fisheries management, aquatic resources conservation, and fish hatchery functions. Represents the Division on intra- and interagency committees and working groups, and participates in statewide, regional, and national partnerships, associations, and organizations that contribute to the management and conservation of freshwater fisheries resources. Interacts with the Commission, advisory groups, legislature, regulatory agencies, and constituents. Assists in development of the Division budget and strategic plan. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Directs, coordinates and supervises direct reports and in-line staff in a manner to ensure program/division/agency goals and objectives are met. Motivates, mentors, and evaluates staff; provides professional growth opportunities to prepare employees for new responsibilities and develops leadership skills. Develops strategic plans for branch and division operations; establishes goals and objectives for operational efficiency. Coordinates the development and implementation of strategic, proactive, and long-term strategies to ensure the efficient and effective management and conservation of Texas freshwater fisheries resources.

MINIMUM QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor of Science degree or higher than a Bachelor of Science degree (i.e., Master’s or Ph.D.) with substantial coursework in Fisheries or closely related field.
Experience:
Seven years of progressive experience in fisheries management, conservation, culture, research, planning, and/or policy.
Five years of supervisory experience.
NOTE: Experience may have occurred concurrently.
Licensure:
Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.
NOTE: Retention of position contingent upon obtaining and maintaining the required license.
ACCEPTABLE SUBSTITUTIONS:
Experience:
Graduation from an accredited college or university with a Master of Science degree may substitute for one year of the required experience in a progressively responsible nature in fisheries management, conservation, culture, research, planning, and/or policy.
Graduation from an accredited college or university with a Ph.D. may substitute for two years of the required experience in a progressively responsible nature in fisheries management, conservation, culture, research, planning, and/or policy.
PREFERRED QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Master of Science degree in Fisheries Biology, Aquaculture, Fisheries Management, Aquatic Ecology, Environmental Sciences or other related Natural Resources degree.
Experience:
Five years of governmental supervisory experience of a progressive nature in fisheries management, conservation, culture, research, planning, and/or policy.
Seven years of experience in developing and managing budgets.
Seven years of experience in working with constituency groups and multi-agency partnerships, organizations, and associations focused on the management and conservation of freshwater fisheries resources.
Direct experience interacting with Commissions, Boards, Committees, Advisory Groups, Legislature, and regulatory agencies.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of fisheries management and conservation.
Knowledge of freshwater ecosystems.
Knowledge of relevant laws, theory, and practices of fisheries science.
Knowledge of local, state and federal laws and regulations relevant to the Inland Fisheries Division and Agency.

WORKING CONDITIONS
Required to work 8 hours per day, 5 days per week.

Required to conform to dress and grooming standards, work rules and safety procedures.
