The Instrument & Controls Engineer supports the NEOM Green Hydrogen Project (NGHP), one of Air Products’ most complex and strategically significant EPC projects executed for NEOM Green Hydrogen Company (NGHC). Air Products is responsible for delivering the entire project including the design, build, and delivery of the Process Controls / Process Automation Systems and associated IT/Digital Technology infrastructure, all of which must comply with local laws, regulations, and project‑specific cybersecurity requirements.Based at the project site, the role contributes to the safe, compliant, and reliable implementation of PAS, BPCS, and vendor‑supplied control systems, with a strong emphasis on industrial cybersecurity field verification, validation, and documentation. The position plays a key role in close coordination with the Sub-Contractor / Technology Supplier and OEMs in ensuring the cybersecurity controls are implemented effectively without impacting schedule‑critical construction, commissioning, and startup activities.The job is based out of Duba, Tabuk Region, Saudi Arabia working on rotation of 8 Weeks ON / 2 Weeks OFF.The role will be a site-based position with the below duties:
Member of a site cybersecurity task force, contributing instrumentation and controls expertise to field verification of cyber assets against project specifications and site acceptance criteria.
Acts as a technical interface between Air Products project execution teams, commissioning teams, client operations, and system/package vendors.
Supports construction, pre‑commissioning, commissioning, startup, and handover phases, ensuring cybersecurity and control system requirements are met throughout.
Provide site engineering support for instrumentation and control systems, including PAS, BPCS, and vendor‑supplied control packages and sub-contractors.
Participate in field verification of cyber assets, confirming compliance with project specifications, site acceptance criteria, and applicable cybersecurity regulations.
Coordinate closely with Field Supervision Engineers (FSEs) from PAS/BPCS vendors, Sub-Contractors and other package suppliers to plan and execute cybersecurity site validation and testing, including close-out of Cybersecurity Risk Assessment (CRA) recommendations.
Interface with Engineering, Pre‑Commissioning, Commissioning, and Client Operations teams on cybersecurity‑related field activities.
Support Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), loop checks, functional testing, and commissioning activities as assigned.
Review vendor documentation, test procedures, and evidence related to control systems and cybersecurity compliance.
Compile, review, and close out Proof of Compliance documentation, ensuring accuracy, traceability, and timely completion.
Assist with troubleshooting of instrumentation, control systems, networks, and interfaces during commissioning and startup.
Ensure cybersecurity controls are implemented in a manner that does not adversely impact schedule‑critical site activities.
Promote compliance with project safety, quality, and cybersecurity requirements across all assigned activities.
Minimum Requirements:
Bachelor’s degree in engineering (Instrumentation, Control Systems, Electrical, Electronics, or related discipline).
At least 15 years of experience in instrumentation and control systems on industrial projects (e.g., energy, chemicals, oil & gas, industrial gases).
Hands‑on exposure to PAS, BPCS, PLCs, DCS, and vendor‑supplied control systems.
Experience supporting site‑based construction, pre‑commissioning, commissioning, startup, or handover activities.
Ability to work effectively in a multicultural, site‑based project environment.
Experience supporting industrial control system (ICS) cybersecurity activities on capital projects
OT/ICS cybersecurity relevant accreditations such as ISA/IEC62443, SANS or other internationally recognized certifications are preferred.
Advanced skills in Microsoft Office tools such as Teams, SharePoint, Word, Excel, Power point and Visio etc.,
Excellent communication skills and the ability to communicate appropriately at all levels of the organization; this includes written and verbal communications
