We are seeking a talented individual to join our Sales & Mercer Government RFP (GHSC) team at Mercer, a Marsh business. This role offers a hybrid work arrangement, requiring a minimum of three days per week in the office.
As a Junior Proposal Manager, you will own the end-to-end proposal development process – from schedule and content to compliance and final delivery. This role requires close collaboration to cross-sector stakeholders, subject-matter experts, and external partners to meet RFP requirements, uphold internal standards, and hit submission deadlines. Championing proposal best practices and driving continuous process improvements that sharpen both efficiency and quality are central to success in this position.
We will count on you to:
- Lead RFP response processes from beginning to end, owning project coordination, content development, proposal strategy, document production, team coordination, and presentation support
- Understand RFP requirements and pursuit strategy to help the team create compelling, client focused proposal documents and presentation materials
- Develop and manage project plans that keep teams aligned and key milestones on track; organize proposal teams, establish timelines, lead kickoff meetings, and follow up with contributors to keep the process moving
- Ensure the highest-quality output of proposals and presentations through document management, production coordination, and hands-on quality assurance
- Conduct formal compliance reviews and requirements traceability to ensure all RFP criteria are met and documented
- Coordinate cross‑sector stakeholders and subject‑matter experts to align technical, commercial, and legal inputs and ensure cohesive, submission‑ready deliverables
What you need to have:
- Bachelor’s Degree
- 3+ years of experience in proposal management or proposal development, with a proven track record of coordinating teams to deliver commercial outcomes
- Advanced proficiency in Microsoft Office (Word, PowerPoint, Excel)
- Superior writing, editing, and proofreading skills with strong attention to detail
- Excellent interpersonal skills and a collaborative, can-do approach that builds strong working relationships
- Proven ability to manage multiple concurrent proposal efforts under tight deadlines
- Experience with proposal management or tracking tools (e.g., Smartsheet, MS Project, or similar) and content/reuse libraries
- Strong project management skills, including developing schedules, risk tracking, and coordinating reviewers
What makes you stand out?
- Familiarity with repository libraries such as Responsive, QorusDocs, or similar
- Direct experience with Medicaid proposals or Medicaid-related program responses
- APMP certification (or in progress) or Shipley proposal training

All Marsh colleagues are expected to be in their local office or working onsite with clients at least three days per week. Office-based teams will identify at least one “anchor day” per week on which their full team will be together in person.
The applicable base salary range for this role is $68,500 to $137,000.
The base pay offered will be determined on factors such as experience, skills, training, location, certifications, education, and any applicable minimum wage requirements. Decisions will be determined on a case-by-case basis. In addition to the base salary, this position may be eligible for performance-based incentives.
