World Vision Mongolia is currently seeking potential candidates in developing Digital Job opportunities for youths in Mongolia under a pre‑award condition. At this stage, any involvement would be non‑binding and non‑promissible, with the purpose of identifying potential expertise.
Title: Team Leader for Online Gig Job Project funded by World Bank
Location: Hybrid (Mongolia or outside Mongolia, with scheduled travel to Ulaanbaatar and project locations)
Organization: World Vision Mongolia
Duration: Expected 10-month assignment (starting around June 2026 until April 2027, subject to project award)
Eligibility: All nationalities, open for International Assignment(s).
The Team Leader will provide strategic and technical leadership for digital workforce development, online jobs training, platform onboarding, mentorship, income generation support, stakeholder coordination, and quality assurance.
Key Responsibilities
- Provide overall technical and management leadership for the expert team, ensuring coherence, quality, and timely delivery of outputs
- Coordinate technical inputs from upskilling/reskilling, online jobs/income generation, M&E, operations, trainers, and subcontracted partners
- Lead inception planning, including methodology refinement, workplan, staffing structure, risk management, and implementation schedule
- Guide skills needs assessments, market demand analysis, and program design processes
- Oversee design and implementation of tiered training pathways for online work opportunities
- Provide technical leadership on platform onboarding, freelancer profile development, client communication, bidding, portfolio building, and remote work readiness
- Guide online job creation and income generation strategies for participants
- Support monitoring of participant progress, including income verification and reporting
- Coordinate with government counterparts, training institutions, platform partners, and stakeholders
- Ensure quality assurance, safeguarding, inclusion, data protection, and compliance
- Contribute to reports, knowledge products, lessons learned, and recommendations
Qualifications and Experience
- Master’s degree (or equivalent) in management, development studies, education, digital transformation, business administration, workforce development, or related field
- Minimum 15 years of leadership experience, including experience designing and leading training programs globally
- Experience in online jobs, digital workforce, freelancing ecosystems, or employment generation preferred
- Experience managing large-scale, multi-stakeholder, donor-funded projects
- Strong leadership, communication, project management, and stakeholder engagement skills
- PMP, Agile, PMI-ACP, or similar certification is an advantage
- Fluency in English required; Mongolian language skills are an advantage
Work Arrangement
- Hybrid role with possible remote leadership
- Regular online coordination and participation in stakeholder meetings
- Travel as required based on project needs
- This is a short‑term engagement and can be structured either as a contingent worker arrangement or a fixed‑term employment contract.
- Shelter and transportation allowances will be provided during the period of assignment in Mongolia.
- Travel expenses are covered.
Project Overview
The proposed initiative aims to support Mongolian youth, especially women and vulnerable groups, to access online gig work and generate income through digital platforms and remote work opportunities.
The project is expected to support:
- training and mentoring of at least 1,500 youth;
- onboarding participants to online freelancing and gig platforms;
- supporting at least 1,000 participants to access online gig jobs and income opportunities;
- strengthening digital workforce readiness, freelancing skills, and online income generation pathways.
Project Outline
The project is expected to include the following core components:
- Skills needs and market demand analysis
Assess youth skills gaps, online job market demand, high-potential gig sectors, and suitable digital work opportunities for Mongolian youth. - Program design and implementation planning
Develop the detailed implementation approach, training model, workplan, risk management approach, stakeholder coordination structure, and online marketplace strategy. - Curriculum development and training preparation
Design demand-driven and tiered training pathways for different skill levels, including entry-level, intermediate, and advanced online work opportunities. - Recruitment, training, platform onboarding, and mentoring
Support participant recruitment, deliver digital workforce training, guide participants in creating online profiles, and provide mentoring support for freelancing readiness. - Online job creation and income generation support
Help participants access real online gigs, improve client communication, build portfolios, apply for jobs, and progress toward income generation targets. - Monitoring, communications, reporting, and knowledge transfer
Track participant progress, verify online work and income outcomes, document lessons learned, support stakeholder engagement, and contribute to final reporting and scale-up recommendations.
