Job Summary:
The Senior Director of IT Governance, Strategy & Innovation is a key member of the Chief Information Officer’s (CIO) leadership team, responsible for shaping and operationalizing a value‑based digital organization that delivers measurable business outcomes through digital products and platforms.
This role leads enterprise technology strategy, investment governance, innovation enablement, and value realization, while also owning regulatory compliance and regulatory IT budget management for Avangrid IT.
The position ensures that digital and technology investments are tightly aligned with business priorities, regulatory commitments, and financial constraints, while fostering a strong culture of accountability, transparency, and continuous innovation across IT and business partners.
The Senior Director of IT Governance, Strategy & Innovation reports into the Chief Information Officer.
Key Responsibilities:
Strategy & Value Management:
Define and maintain the enterprise IT and digital strategy, ensuring alignment with corporate objectives, utility operating models, and regulatory expectations.
Establish and oversee a value based product portfolio framework, linking digital products and initiatives to clearly defined business outcomes, benefits, and KPIs.
Lead enterprise prioritization and demand management processes to balance innovation, operational resilience, regulatory mandates, and financial discipline.
Strategic Project Management & Digital Delivery:
Provide strategic oversight of enterprise projects and digital delivery to ensure initiatives are executed with discipline, predictability, and alignment to business and regulatory priorities.
Establish common delivery standards and governance across digital products, platforms, programs, and regulatory initiatives, enabling consistent execution across agile, hybrid, and traditional models.
Ensure end to end accountability from strategy and funding through delivery, adoption, and value realization, with clear visibility into delivery performance, risks, dependencies, and outcomes.
Ensure the CIO agenda and top priority initiatives are executed efficiently and predictably, providing strong coordination, escalation, and delivery discipline across key strategic, regulatory, and transformation programs.
Governance & Decision Frameworks:
Design and operate IT and digital governance models covering investment approval, portfolio management, architecture standards, risk, and value realization.
Chair or support executive governance forums to enable transparent, data driven decision making on digital investments and trade offs.
Ensure consistency of governance practices across regulated and non regulated environments, adapting controls as required.
Project Management Office:
Own and lead the enterprise PMO, with a clear mid-term vision of transforming it into a Value Delivery Office (VDO) focused on measurable business outcomes rather than project execution.
Shift portfolio and delivery governance from project centric to value centric, aligning initiatives, products, and regulatory work to clear value metrics and benefits realization.
Provide executive transparency and discipline across delivery performance, value realization, risks, and regulatory commitments, while modernizing delivery practices and tools.
Manage all IT Technical Project managers fully embedded into the value focused methodologies and integrated into the PMO practices.
Quality Management Systems:
Establish and continuously improve an IT Quality Management System aligned with ISO 9001, embedding quality and process discipline across strategy, delivery, and value realization.
Standardize and optimize core IT and digital processes to improve predictability, consistency, compliance, and audit readiness, in close alignment with PMO/VDO and governance frameworks.
Drive a culture of continuous improvement using quality KPIs, root cause analysis, and corrective actions, with transparent reporting to executive and governance forums.
Compliance & Regulatory Management:
Own IT compliance oversight for the utility business, ensuring adherence to regulatory, audit, cybersecurity, data governance, and internal control requirements.
Act as the primary IT interface with regulatory, legal, audit, and risk functions for technology related compliance matters.
Lead preparation, justification, and traceability of regulatory IT budgets, rate cases, ensuring alignment between approved investments, delivery execution, and regulatory filings.
Financial & Portfolio Accountability:
Own and manage the IT budget, including planning, forecasting, tracking, and variance management.
Ensure financial transparency and traceability from approved funding to delivered capabilities and realized outcomes.
Drive continuous improvement in cost optimization, capitalization strategies, and benefit realization reporting.
Innovation & Continuous Improvement:
Establish frameworks to identify, incubate, and scale innovation, including digital platforms, data, AI, and emerging technologies across all the IT Area.
Balance innovation velocity with operational stability, regulatory compliance, and cybersecurity requirements.
Promote modern products, platforms, and agile ways of working in partnership with delivery, architecture, and business teams.
Leadership & Stakeholder Engagement:
Lead, mentor, and develop strategy, governance, and innovation teams.
Partner closely with business executives, finance, regulatory affairs, legal, risk, and operations leaders.
Influence at executive and board levels through clear storytelling, data driven insights, and strong governance discipline.
Required Qualifications:
Bachelor’s degree in Information Technology, Engineering, Business, or a related field and a minimum of 15 years of relevant experience. An equivalent combination of education and experience may be considered.
Relevant experience to include progressive leadership in IT or digital strategy, governance, or transformation roles.
Demonstrated experience building and operating value‑based portfolio and product management models.
Strong background in IT governance, investment management, and compliance frameworks.
Proven experience managing large, complex budgets, including regulatory or externally scrutinized funding.
Solid understanding of regulatory environments, audit processes, risk management, and internal controls.
Experience driving innovation while maintaining operational resilience and compliance.
Exceptional executive communication, stakeholder management, and influencing skills.
Strong analytical, financial, and strategic thinking capabilities.
Strong leadership skills, with a track record of managing and developing high-performing teams.

Preferred Qualifications:
Master’s degree in Information Technology, Engineering, Business, or a related field.
Prior work experienced within regulated industries such as utilities, energy, healthcare or financial services.
