Oracle Expenses sits at the intersection of HR and Finance — and the consultants who thrive in this space are those who can hold a policy conversation with a Finance Controller and a configuration conversation with a developer on the same day without losing credibility in either room.

POSITION SUMMARY
RAC is seeking an Oracle Expenses Senior Consultant to lead the Expenses workstream on Oracle Cloud implementations. You will own the configuration end-to-end — from expense type architecture and T&E policy design through Approval Management Engine (AME) rules and Oracle Payables integration — delivering a solution that meets both Finance governance requirements and the compliance burden on travelling employees.
WHAT YOU WILL DO
- Design the expense type architecture — making the itemisation structure, receipt threshold, per diem rate table, mileage rate, and spending limit decisions that balance Finance governance requirements with the employee experience that determines adoption
- Configure the Approval Management Engine for expense report routing — building approval rules by amount, expense type, cost centre, employee grade, and legal employer, and designing delegation and absence handling so approvals do not stall
- Design and configure audit rules — determining automatic audit sampling criteria, manual audit queue assignment, and the audit outcome workflow that HR and Finance will operate post-go-live
- Own the corporate card programme integration — configuring card transaction imports, transaction-to-report matching rules, personal versus corporate card handling, and the reconciliation process for unassigned transactions
- Design the reimbursement flow with Finance — configuring payment method rules and working with the AP workstream to confirm how expense report approval creates payables invoices for employee reimbursement
- Run cross-functional T&E policy workshops with Finance, HR, and Payroll stakeholders — translating policy requirements into configuration decisions and managing the tension between Finance's need for controls and employees' need for simplicity
WHY ROLLING ARRAYS
RAC's Oracle practice is expanding into Finance-adjacent modules driven by client demand for integrated Oracle Cloud solutions. The Expenses Senior Consultant sits at that intersection — HCM and Finance — with the opportunity to develop cross-functional Oracle Cloud expertise and a pathway into broader solution architecture roles.

Requirements
WHAT WE'RE LOOKING FOR
- 4–5 years of Oracle Cloud functional experience with proven Oracle Expenses module delivery — has configured AME rules and audit policies independently on a live project
- Hands-on Expenses-to-Payables integration understanding — knows how expense report approval creates an AP invoice and can explain the data flow to a Finance lead
- Experience running T&E policy workshops with Finance and HR stakeholders — has navigated policy disagreements and translated the outcome into configuration decisions
- Corporate card programme experience — has configured card feed import on at least one project
- Ability to produce functional design documentation that Finance and IT can use to validate the configuration without re-explaining it
PREFERRED QUALIFICATIONS
- Oracle Fusion Cloud Applications HCM Process Essentials certified — the foundational HCM credential; at Senior level this is a baseline expectation
- Oracle Financials Cloud: Payables Implementation Professional — Oracle Expenses is deeply integrated with Oracle Payables; a Payables certification signals the Finance-side depth this role requires
- Oracle Global Human Resources Cloud Implementation Professional — Expenses runs on the HCM platform and shares enterprise structure, security, and approval framework with Core HR
- Cross-geography T&E policy experience: Singapore, Malaysia, Australia, or India per diem and mileage rate standards
BUSINESS & CONSULTING SKILLS
- Finance stakeholder credibility — holds a policy conversation with a CFO or Finance Controller and a configuration conversation with a developer without losing authority in either
- T&E policy translation — converts Finance governance requirements and employee experience expectations into a documented configuration design that both sides accept
- Cross-functional workshop leadership — runs sessions with Finance, HR, and Payroll in the same room and produces a decision, not a deferred action
- Delivery accountability — owns the Expenses workstream end-to-end without waiting to be managed
- Functional design documentation — produces artefacts that Finance and IT can validate independently
- Structured escalation — knows when a policy disagreement needs project leadership involvement and how to frame it
