The Phase I Transportation Engineering Lead is a Senior technical and project leadership role focused on high‑profile IDOT and Illinois Tollway preliminary engineering studies.
Your impact:
Lead and deliver IDOT and Illinois Tollway Phase I / Preliminary Engineering studies
Serve as the primary technical and project authority for assigned Phase I efforts
Manage scope, schedule, budget, and quality for complex corridor, roadway, and bridge studies
Interface directly with IDOT District staff, Tollway PMs, and FHWA as a trusted partner
Guide alternatives development, engineering analysis, and documentation consistent with IDOT and Tollway standards
Oversee and coordinate multidisciplinary teams (planning, traffic, structures, environmental, ROW)
Ensure compliance with IDOT Bureau of Design & Environment, Tollway, and applicable NEPA requirements
Support proposal development and interviews by contributing Phase I expertise and delivery credibility
Mentor and develop junior engineers and project managers in Phase I best practices
Candidate would report to Lochner’s Chicago office
Occasional travel to project sites or for project meetings required
Who you are:
BSCE is required.
IL PE is required.
12+ years’ experience delivering or leading preliminary design phase projects
Experience with preliminary geometric design of roadways for IDOT (Phase I) and the Illinois Tollway (Master Plan/Concept Phase); Preliminary Design experience with CCDOTH, CDOT, among other Illinois county and municipal client agencies beneficial as well
Experience coordinating and presenting at client or stakeholder agency meetings
Proficiency in Microstation and OpenRoads designer (preferred)
Excellent written, verbal and interpersonal communication skills
Basic understanding of multi-disciplinary roadway design delivery including traffic operations analysis, structural design, traffic staging during construction, drainage design, cost estimation, among others relative to preliminary design delivery
