Job Overview:
The Ohio Department of Medicaid (ODM) is seeking an experienced professional to assist with managing programs aimed at facilitating health care access for justice involved individuals in local correctional facilities and community settings. As Justice Involved Healthcare Manager, your responsibilities will include but not be limited to the following:
Serving as agency manager for a program aimed at facilitating Medicaid and access to limited pre-release services (screenings, diagnostics and targeted case management) available to youth/young adults transitioning from Ohio’s local correctional facilities.
Developing, maintaining, monitoring, and reporting systems to evaluate pre-release services provided to Medicaid-eligible justice involved individuals.
Creating and implementing policies, procedures and protocols for ODM-contracted managed care entities (MCEs), local correctional facilities and community partners that comply with state and federal requirements.
Providing technical assistance to internal and external stakeholders (e.g., local correctional facilities, juvenile courts, and MCEs) regarding Medicaid policies and programs for justice-involved individuals.
Assisting with quality improvement initiatives to facilitate access to Medicaid services for special populations (e.g., justice involved populations).
Preferred qualifications for this position include experience with complex populations, specifically justice-involved populations, adult and juvenile justice systems, working with multiple systems (courts, public child serving custodial agencies, health care, etc.), interpreting, analyzing and applying state and federal regulations, and program administration.

Completion of graduate core program in business, management or public administration, public health, health administration, social or behavioral science or public finance; 12 mos. exp. in the delivery of a health services program or health services project management (e.g., health care data analysis, health services contract management, health care market & financial expertise; health services program communication; health services budget development, HMO & hospital rate development, health services eligibility, health services data base analysis).
