

Position Summary
The Senior Lead Counsel, Procurement and Contracts will provide management, counsel, representation and supervision of the Procurement and Contracts Practice within the Commercial Transactions Center of Excellence, under the supervision of the General Counsel and Managing Counsel – Commercial Transactions. The Senior Lead Counsel, Procurement and Contracts is responsible for developing, implementing, and providing legal support for contracting and procurement policies and for providing strategic leadership to transform the way MassDOT and the MBTA does business in the marketplace.
Duties and Responsibilities
Provide advice and counsel to the business units of MassDOT and the MBTA on procurement and contract related matters to advance MassDOT and MBTA priorities.
Develop sourcing policy and strategies and design solutions to improve procurement and contracting procedures and delivery of related legal services.
Handle legal challenges related to MassDOT and MBTA procurements, including interpretation of current contracts. Identify procurement and contracting risks and develop risk allocation solutions. Identify resistance and performance gaps and work to implement corrective actions.
Provide comments to and propose drafts of proposed federal and state laws and regulations related to MassDOT and MBTA procurement and contracting authority. Interpret federal and state requirements related to solicitations by MassDOT and the MBTA to select vendors and contractors. Ensure compliance with applicable statutory and regulatory requirements.
Lead MassDOT’s and the MBTA’s procurement and contracting modernization efforts and develop best practices related to contract management.
Provide analysis, recommendations and reports to General Counsel.

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position, of which (B) at least three (3) years must have been in a managerial capacity.
