Reporting to the Manager, Roads Drainage and Airport, this position installs, inspects and maintains the traffic and active transportation signs, and road markings in the City. In addition, the Traffic Sign Technician I maintains and administers Traffic Control for construction associated with City operations, maintenance and construction projects, and special events.
Duties Include:
- Installs, inspects and maintains all City street, active transportation, construction and traffic, information signs and meter posts.
- Installs and maintains parking meter posts, street, traffic, construction and info signs, barricades, and flashing lights.
- Assists with planning and quality control of the annual traffic marking program.
- Installs, repairs and maintains a variety of road markings as required.
- Assists with planning and prioritizes scheduled maintenance tasks as appropriate in their area.
- Works with community event coordinators to provide temporary signage and traffic control for community events.
- Develops and implements Traffic Control Plans, including completing Traffic Control Risk Assessments, ensuring safety, functionality, and compliance with regulatory and program requirements.
- Collaborates with relevant departments, including Occupational Health & Safety, to support the auditing, updating, and ongoing maintenance of the Traffic Control Program.
- Provides mentorship and coaching to employees on Traffic Control practices and conducts competency evaluations as required under the Traffic Control Program for Traffic Control Persons and Traffic Control Supervisors.
- Reviews internal Traffic Control Plans and provides recommendations, mentoring staff in effective traffic control practices aligned with the City’s standards.
- Inspects Traffic Control setups and devices, providing feedback and coaching to ensure compliance with applicable standards, regulations, and the City’s Traffic Control Program.
- Responds to immediate calls for construction and emergency traffic control requirements.
- Constructs and maintains barricades and flashers consistent with established traffic control standards.
- Displays care and attention with adherence to work zone safety including applicable provincial, federal and WorkSafeBC regulations.
- Installs and services traffic counters as required.
- Removes animal remains from City within the City boundaries.
- Operates snow and ice control equipment during winter months.
- Assists with maintaining a preventive maintenance program and computer inventory of sign and line paint installations; completes repairs and maintenance as required.
- Operates an aerial lift truck for sign repair, maintenance, installation and inspection.
- Obtains quotes and orders supplies.
- Performs flagging duties in compliance with Traffic Control Program expectations and WorkSafeBC Part 18 standards.
- Operates, two and three axle trucks up to and including 26,000 kg GVW equipped with sand/salt spreader, or anti-icing unit, and snowplough.
- Performs thorough daily pre-trip inspections to ensure compliance with the requirements as set by the National Safety Code.
- Performs related work as required.
- All persons employed by the City of Vernon will be required to assist the City in providing emergency services. Duties assigned during an emergency may differ from regular duties.
Required Education and Experience:
- Minimum of 1 year experience with Traffic Signs and Traffic Control
- Signs & Markings Level I Certificate (IMSA BC Certification or equivalent).
- Traffic Flagging Certificate.
- Previous experience with software and tools utilized in traffic control and sign maintenance.
- BC Driver's License ‑ Class 3 with “Endorsement 15” Air Brake Ticket.
- A combination of related education and experience may be considered.
Required Knowledge, Skills and Abilities:
- Demonstrated ability to implement sound traffic control plans in alliance with industry best practices with emphasis on a strong safety focus and traffic continuity.
- Knowledge of computer and related software and general office and asset management.
- Strong knowledge of sign and traffic marking installation and maintenance, materials and procedures.
- Considerable knowledge of standard practices, methods, materials and tools used in lettering and a variety of painting tasks.
- A considerable knowledge of hazards, traffic regulations and safety precautions of the work, and WorkSafeBC regulations.
- Ability to complete risk assessments and traffic control plans in accordance with the TMM and Worksafe BC.
- Able to operate a vehicle, and hand and power tools.
- Able to work from verbal and written instructions and to work independently with a minimum of supervision.
- Strong knowledge of the Province of British Columbia Ministry of Transportation and Highways Traffic Management Manual (TMM)for Work on Roadways.
- Ability to provide direction and assign tasks.
- Able to communicate effectively orally and in writing.
- Able to deal tactfully and diplomatically with a variety of internal departments and external contacts.
- Able to read plans and blueprints.
- Able to work with animal remains.
- Ability to perform physical aspects of the position (some heavy lifting 30 – 50 kg).
- Able to operate a front-end loader to load sand and gravel products.
