To manage the Annual Building Permit Policy for state-owned buildings and structures under the annual permit authorized by the State Building Official for all VDOT facilities statewide in compliance with the Virginia Uniform Statewide Building Code.
How you will contribute:
- Annual Building Permit Program: Manage the Annual Building Permit Program for VDOT to ensure construction projects comply with State Building Permit Policy and VA Uniform Statewide Building Code. Analyze and interpret Building Permit Policy for applicability of projects, administer inspection program, maintain building permit and completion report records and submit Annual Activities Report or State Auditors Report to the State Building Official. Enforce annual building permit applications and programs.
- Non Capital Building Projects: Manage administrative, scheduling, operational and programming activities for VDOT's non-Capital building projects.
- Permit Applications and Documentation: Review building permit applications and documentation. Analyze project scopes of work to determine AE design requirements. Obtain Fire Marshal's approval for fire and safety issues. Issue annual building permits. Approve field changes, 'as-built' designs and completion records.
- Supplemental Building Permit Policies: Implement and coordinate supplemental building permit policies for construction items not specifically covered by the building permit policy, e.g. tanks, metal roofs, modular partitions, communication poles, fuel tank accessories and prototype structures. Ensure supplemental building permit policies are developed and coordinated with the Bureau of Capital Outlay Management, AEs and Capital Outlay, and implemented in the Capital Outlay Policy Manual.

- Knowledge of advanced architectural and engineering disciplines as they relate to building permit approval.
- Knowledge of general management principles and practices to include human resources management and strategic planning.
- Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, VDOT rules and the democratic political process related to building design and construction.
- Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Skill in the use of computers and software applications.
Minimum Qualifications:
- Ability to apply the VA Construction and Professional Services Manual, VA Uniform Statewide Building Code and other codes in building design and construction.
- Ability to communicate effectively orally and in writing with internal and external customers.
- Ability to manage and administer the design and construction of building facilities.
- Architecture License
- Degree in Architecture, Engineering or related field.
- Knowledge of Virginia Statewide Building Code, the state Construction and Professional Services Manual, and other applicable codes and standards.
- Knowledge of advanced architectural and engineering disciplines as they relate to building permit approval.
- Knowledge of general management principles and practices to include human resources management and strategic planning.
- Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, VDOT rules and the democratic political process related to building design and construction.
- Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Skill in the use of computers and software applications.
