National Camp Coordination and Camp Management (CCCM) Officer

Since 2014, the International Organization for Migration (IOM) in close partnership with the governments, United Nations (UN), and non-governmental organizations (NGOs), has been addressing a range of migration-related issues, including emergency humanitarian situations in Malawi. IOM Malawi is co-leading the Shelter and Camp Coordination & Camp Management (CCCM) cluster in Malawi, and hence responsible for technically supporting government authorities with all CCCM activities.

IOM is at the implementing frontline of all CCCM activities as well as taking the co-lead in coordinating the shelter and CCCM cluster to improve the coordination, delivery and monitoring of humanitarian services to vulnerable populations living in camp and camp-like settings. 

The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face the risks of disasters, the adverse effects of climate change and environmental degradation. This initiative targets the highly vulnerable displacement affected communities in Southern Africa and the Indian Ocean Countries, namely Malawi, Mozambique, Madagascar, Comoros, Mauritius and Seychelles (i.e. Cluster 2).

Under the overall supervision of the Programme Coordinator (Southern Africa and Indian Ocean)  and direct supervision of the Project Officer (CCCM and Durable solutions  and, in collaboration with relevant units at IOM Malawi, the National CCCM Officer will be responsible and accountable for supporting coordination of CCCM activities implemented by IOM in Malawy, as well as policy development and review with focus on integrating human mobility dimensions into relevant policies, strategies and sectoral plans related to shelter and displacement management, with a focus on the RE2CLID programme. 
 

•    Support the coordination of all CCCM activities conducted under the Shelter/CCCM Cluster in partnership with government cluster-leads and other operational partners via providing technical support and guidance to all cluster activities, meetings, maintaining regular communications with CCCM outreach workers & participating in joint activities such as field assessments.
•    Monitor service provision & the overall site conditions to identify outstanding needs & liaise with relevant partners to address any shortcomings, in compliance with agreed standards.
•    Participate in identifying, analysing & prioritising site needs & engage the displaced community in developing strategies to address any problems.
•    Carry out service mapping and monitoring of the sites together with DTM to identify gaps & advocate for solutions.
•    Conduct site safety audits & engage relevant partners on the results, to contribute to the safety & wellbeing of the site populations.
•    Facilitate mobilization, training & equipping of displaced communities.
•    Monitor & document all site maintenance & risk reduction works & regularly visit sites to ensure minimum standards are met.
•    Account for & ensure maintenance of equipment, supplies & facilities needed for CCCM activities.
•    Assist in compilation of timely & comprehensive reports.
•    Perform such other duties as may be assigned.
 

Education
•    University degree in social sciences, business administration or development studies with minimum two years of relevant professional experience.
 

Experience

1.    Experience working with Internally Displaced Persons or refugees and host communities, particularly women’s or minority groups & / or on protection programming.
2.    Experience conducting training and supervisory exercises;
3.     Managing & sharing knowledge continuously seeks to learn, share knowledge & innovate.
4.    Experience liaising with government authorities and other stakeholders;
5.    Good knowledge of Malawi’s regions and districts is an advantage.
6.    Must be available to travel displacement affected communities in Malawi on a regular basis. 
7.    Excellent command in written and spoken English is required, fluency in Chichewa is desired.
