Role description:
The People Services Manager role will be the key lead in developing efficient people services to support our People Function for the country that enhances the overall employee experience.
Role accountabilities:
People Services Delivery and Transformation
• Establish a high-performing People Services team with a healthy balance between globalized and localized activities
• Implement the globally defined processes and procedures for people service delivery, and ensure they are compliant with local labor law
• Ensure at a country level there is clarity around roles, responsibilities, points of escalation & workflows for country People Services and interaction with other parts of the operating model (ie COEs and BPs)
• Ensure country people services policy and procedures are aligned with global policy and procedures. Help drive process alignment that supports a consistent and efficient People Services function and employee experience
• Support the local implementation of global People policies and processes, ensuring alignment with Arcadis’ strategic direction and compliance with local regulations.
• Work with People Business Partners and COEs to deliver initiatives that enhance employee engagement, wellbeing, and the overall employee experience.
• Manage the delivery of core People processes, including Payroll administration and coordination with Finance to ensure accurate and timely payments.
• Supporting annual compensation and benefits processes (e.g., merit reviews, recognition programs).
• Coordinating with Talent Acquisition to facilitate recruitment and onboarding.
• Act as a point of contact for employees and managers regarding People Services queries, escalating complex issues as appropriate.
• Engage with country stakeholders for ongoing feedback on people services delivery
• Participate in any internal and external audits to enhance service delivery
Service Delivery & Continuous Improvement
• Ensure the HCM system in Oracle or relevant system of record is accurate and up to date in line with data privacy and security requirements.
• Ensure People system access is managed in line with the company access management policy
• Help establish and maintain efficient People Services processes, leveraging global best practices and local needs.
• Monitor service delivery metrics and participate in initiatives to continuously improve People Services and employee satisfaction.
• Support the implementation of digital tools and employee/manager self-service platforms.
Stakeholder Engagement
• Build strong working relationships with local business leaders and People team colleagues.
• Represent People Services at local meetings, supporting People-related communications and reporting requirements.
• Promote a culture of collaboration, inclusion, and continuous improvement within the People team.
Compliance & Risk
• Ensure all People Services activities comply with local employment laws, data privacy regulations, and Arcadis policies.
• Support external audits and reporting requirements as needed.
Country People Function Management
• Manage the country People Services team to ensure processes align to global ways of working and overall P&C strategy.
• In conjunction with country People Business Partners and COE specialists, lead the delivery of initiatives ensuring an aligned and consistent approach and is adopted across the people function and wider business within country
• Co-ordinate across People Services, COEs and People Business Partners to implement the blueprint for the functions target Operating Model in the country and in alignment with other enabling functions
• Develop relationships with and supporting senior leadership teams and other key stakeholders to ensure the alignment of the People services delivery with the business strategy.
• Contact point for local / country crisis management response
Qualifications & Experience:
• The candidate should have an academic degree (preferably in human resources) and progressive human resource experience and relevant experience in a complex international matrix setting. He/She should have broad experience and understand the complexity of implementing people activities and particularly in HR operations. Familiarity with payroll, benefits administration, and HRIS systems (e.g., Oracle or similar).
• Experience supporting HR transformation or change initiatives is a plus.
• Further the candidate should have thorough knowledge of professional services business and driving change and harmonization (including leading, motivating and developing teams).
Other required experience and competencies for this role:
• Demonstrated management skills and ability to coach and guide a team of HR professionals
• Having a broad knowledge of all major components of People related functions, employee/labor relations, payroll, management of change, diversity, compensation, benefits and talent development.
• Experience in implementing payroll systems and improvements.
• Experience in implementing HRIS and interaction with connected systems.
• Business Fluency with financial acumen and operations knowledge.
• Strong customer service mindset
• Stakeholder management and the maturity to deal with local management at all levels
• High level communication skills (English proficiency at last C1) strong consulting, coaching and presentation skills.
