As the Strategy & Operations Program Manager you will:
Develop and refine strategic plans, frameworks, and roadmaps to support organizational goals and long-term priorities
Lead day-to-day program operations, including scheduling, tracking milestones, managing budgets, and monitoring performance
Establish and manage governance structures, facilitating decision-making, risk identification, and issue escalation
Drive operational efficiency by assessing existing workflows, identifying process gaps, and implementing improvements
Coordinate across business, technical, and leadership stakeholders to ensure alignment and smooth delivery
Prepare executive-ready materials, including status reports, strategic briefs, dashboards, and leadership updates
Facilitate change management efforts and ensure organizational readiness during transitions or new initiatives
Support workforce planning, resource allocation, and stakeholder engagement across multiple workstreams
Use data and insights to inform recommendations, evaluate program effectiveness, and guide strategic decisions
Champion collaboration, transparency, and continuous improvement across teams
Lead a cross-portfolio team to support the implementation of an electronic health record system for a federal client
Develop processes and products to facilitate effective coordination across four portfolios supporting key program areas
Drive the development and implementation of project management tools, including multiple Power BI dashboards, to promote project execution, reporting, and leadership decision making
Create streamlined business processes and playbooks to document critical program functions
Responsible for process modeling and building national-to-local initiatives, including roadmaps
Requirements:
Bachelor’s degree required; advanced degrees (e.g., MBA) or equivalent experience are valued
8+ years of experience in program management, strategy execution, or operations management in complex, matrixed environments
Strong analytical and problem-solving skills, with the ability to translate insights into actionable recommendations
Proven ability to manage multiple workstreams, competing priorities, and senior-level stakeholder expectations
Excellent communication, facilitation, and executive-level presentation capabilities
Experience with governance frameworks, performance management, and strategic planning
Certifications such as PMP, Agile/Scrum, Lean/Six Sigma, or change management highly desirable
Previous Federal consulting or experience working within the DoD, Veteran’s Health Administration (VHA) or Military Hospital System (MHS)
The ability to travel is an essential function of this role and may vary based on client, enterprise or project needs, with up to 75% travel to client sites nationwide
Candidates must comply with applicable client requirements, such as immunization and occupational health mandates
