Job Description:
• This position serves as a senior budget position serving the Comptroller's office.
• Provide analytic support during the budget formulation process.
• Assist development of budget information for inclusion in Congressional briefings Assist research and tracking Congressional marks and language.
• Monitor Congressional language and assist the preparation of responses to Congressional queries.
• Produce Budget Formulation reports, including Secretariat Review Board (SRB) submission; maintain alignments within NCIS tracker and DON financial and reporting systems.
• Assistance will be provided for year-end close out to ensure the NCIS obligation rate is 99%.
• The integrated agency accounting and financial management system, including financial reporting and internal controls, will be maintained.
• Compliance with applicable accounting principles, standards, and requirements, and internal control standards will be achieved.
• Compliance with policies and requirements as may be prescribed by the Defense Financial Management Service (DFAS), Department of Defense Comptroller, and Director of the Office of Management and Budget (OMB) will be achieved.
• Cost information will be developed and reported.
• Performance data will be systematically measured.
• Processes, procedures, and workload distribution will be assessed.
• Obligations and Expenditures, Track expenditures; prepare and deliver financial status reports as needed Monitor and process invoice payments, Assist development of year-end closeout funding recommendations for NCIS leadership, Provide and maintain Government Purchase Card (GPC) reporting log accounting for quarterly expenditures.
• Maintain accounting skills to meet accounting standards which include maintain integrity of internal controls and financial reports within the integrated agency accounting and financial management system Comply with applicable principles, requirements, and internal control standards.
• Comply with financial policies and requirements prescribed by Defense Financial Management Service (DFAS), DoD Comptroller, and Office of Management and Budget (OMB).
• Other financial management assignments as required.
Required Skills and Experience
• Must have strong accounting skills and at least 10 year’s experience with applicable accounting principles, standards, and requirements including ability to meet internal control standards.
• Must have experience developing year-end closeout funding recommendations to obtain a 99% obligation rate.
• Must have experience with accounting and financial management systems, including financial reporting and internal controls.
• Experience with monitoring and processing invoice payments in the Department of Defense/Department of the Navy.
• Experience tracking Congressional language, researching and tracking Congressional marks, developing budget inputs for Congressional briefings and preparation of responses to Congressional queries.
• Experience creating Budget Formulation reports such as the Secretariat Review Board (SRB) submission to the Department of the Navy (DON) and balance/maintain internal tracking and DON financial and reporting systems.
• This position requires the person(s) to be eligible and adjudicated to TS/SCI clearance level at contract start.
Degree Requirements:
• Preferred: Bachelor’s degree in accounting. Advanced degree(s) will be given preference.
