Job Description
This role leads the design, execution, and ongoing maturation of Wings Credit Union’s data governance and enhanced technology governance programs, operating within the enterprise strategy, policy framework, and risk appetite set by executive leadership. Serving as a senior governance leader, the role provides second‑line oversight and governance leadership across data and technology domains, ensuring policies, standards, and controls are consistently applied to safeguard member trust, regulatory compliance, and operational resilience.
The role acts as a strategic thought partner to business, technology, and risk leaders, ensuring artificial intelligence, machine learning, automation, and data practices are aligned with enterprise objectives, risk tolerance, and regulatory expectations. A core focus is operationalizing governance frameworks by clarifying decision rights, enabling effective governance forums, and delivering constructive oversight and challenge as enterprise capabilities continue to mature.
Essential Functions
- Enterprise Strategy and Governance Leadership:
- Lead the execution of the enterprise strategy, target state, and multi-year roadmap for data governance and enhanced technology governance, aligned to direction established by executive leadership.
- Establish and maintain strategic direction, policy priorities, and governance principles that align to the organization's business strategy, risk appetite, and regulatory obligations.
- Support the definition and documentation of decision rights, accountability models, and second-line oversight boundaries across the enterprise.
- Partner with senior leaders to drive alignment on the structure and capabilities required to support effective data governance, enhanced technology governance, and related first-line capabilities.
- Monitor the external environment for emerging regulatory developments, market practices, and strategic risks that should inform governance execution and escalation.
- Data Governance Strategy and Policy Leadership:
- Lead the development, implementation, and maintenance of enterprise data governance policies and standards, including expectations for data quality, lineage, metadata, classification, retention, and acceptable use.
- Establish risk-informed governance expectations for how data should be managed, protected, and governed across business lines.
- Partner with first-line business and technology leaders responsible for implementation, while maintaining clear second-line oversight and effective challenge responsibilities.
- Ensure documentation, evidence, and governance outputs support internal audit, regulatory examinations, and enterprise risk reporting.
- Enhanced Technology Strategy and Risk Governance:
- Operationalize the strategic governance model for enhanced technology, including artificial intelligence, machine learning, generative AI, and automation capabilities.
- Define and execute enterprise standards for use case intake, risk tiering, review, approval, monitoring, and lifecycle governance.
- Provide guidance on matters such as fairness, explainability, human oversight, monitoring, and model or solution drift, particularly for higher-risk or novel use cases.
- Advise senior leaders on governance considerations related to innovation initiatives, control sufficiency, and evolving risk exposure.
- Executive Committee Leadership and Decision Enablement:
- Provide leadership support for governance forums and executive decision making related to data governance and enhanced technology governance.
- Shape agendas, decision materials, and escalation pathways so governance bodies can make timely, well-informed decisions.
- Ensure governance decisions appropriately reflect enterprise risk, member impact, regulatory expectations, and business value.
- Strategic Partnership, Influence, and Reporting:
- Serve as a trusted governance advisor by translating complex data and artificial intelligence issues into actionable governance insights, priorities, and recommendations.
- Partner closely with Risk, Legal, Compliance, Security, Technology, and business leaders to align governance direction and policy execution.
- Work directly with enterprise portfolio and change functions to support execution of approved strategies, without owning enterprise change management as the primary purpose of the role.
- Define and monitor metrics that demonstrate governance maturity, risk trends, decision quality, and program effectiveness.
- People Leadership and Organizational Capability:
- Lead, mentor, and develop a high-performing team responsible for advancing the organization's data governance and enhanced technology governance objectives.
- Establish clear team priorities, role clarity, and performance expectations aligned to strategic outcomes, and perform managerial duties.
- Advisory, Communication, and Enterprise Enablement:
- Communicate the enterprise vision for data governance and enhanced technology governance in a clear, practical, and leadership-ready manner.
- Provide advisory support and targeted education to leaders and teams across the lines of defense, as appropriate.
- Promote a governance culture that enables responsible innovation while reinforcing accountability, transparency, and sound risk management.
- Bank Secrecy Act: Remains cognizant of and adheres to Wings policies and procedures, and regulations pertaining to the Bank Secrecy Act.
Qualifications
Minimum Formal Qualifications for this Position:
- Bachelor's Degree Bachelor's Degree in Business Management, Risk Management, Data Management, Technology, or related field required preferred.
- Master's Degree in Business Management, Risk Management, Data Management, Technology, or related field preferred.
- 8+ years of progressive experience in data governance, artificial intelligence governance, technology risk, information security governance, enterprise risk, or related disciplines within a highly regulated environment .
- 3+ years' team leadership, management, or supervisory experience.
Technical or Specialized Knowledge/Skills:
- Demonstrated success setting enterprise strategy and leading governance or oversight programs at a cross functional, enterprise-wide level, Expert Level
- Experience advising senior leaders and governance bodies on strategic decisions involving risk, compliance, technology, and operational change, Expert Level
- Strong knowledge of risk governance frameworks, second line enterprise risk management, internal controls, and regulatory expectations, Expert Level
- Demonstrated people leadership experience, including team development, coaching, and performance management, Expert Level
- Exceptional analytical and problem-solving skills, including the ability to identify issues, ask insightful questions, frame strategic options, and escalate appropriately, Expert Level
- Excellent organizational and communication skills, with the ability to manage multiple priorities and influence across senior stakeholder groups, Expert Level
- Ability to persevere in difficult situations, overcome obstacles, and reach high levels of performance when faced with stressful work situations and time pressures, Advanced Level
- Knowledge of general research techniques and the use of software systems available for conducting research, Advanced Level
- Experience in a large bank or similarly complex financial services environment. Advanced Level
- Experience spanning both enterprise data governance and artificial intelligence, automation, or emerging technology governance, Advanced Level
Certifications Required:
- CDMP, CIPM, CISSP, CISM, CRISC, or equivalent experience preferred
Additional Information
PAY RANGE: $166,000 to $193,000 Annually (S20), plus 20% annual target bonus.
Final compensation for this position will be determined by various factors such as relevant work experience, specific skills and competencies, education, certifications, location and internal pay equity.
