Post Title: Clinical Nurse Manager 1 – Colman K Byrne Haematology Day UnitPost Status: Permanent Department: Medical Directorate Location: Beaumont Hospital, Dublin 9 Reports to: CNM2/CNM3/Directorate Nurse Manager Salary: Appointment will be made on Clinical Nurse Manager 1 Grade (€44,731- €52,713) at a point in line with Government pay policy. Position Summary:

The Colman K Byrne Haematology day ward treats a wide variety of blood and bone marrow conditions and is a central part of our OECI accredited Cancer Centre. The role of CNM1 on Coleman K. Byrne (CKB) Haematology Day Unit is to support the role of the CNM2 with day to day management of the Unit and provision of timely administration of systemic Anti-Cancer therapies and blood products. The CNM 1 will act as an integral part of the senior nursing management team.

Responsibilities

Principal Duties and Responsibilities:

 

1. ADMINISTRATION OF TREATMENT FOR HAEMATOLOGICAL DISORDERS INCLUDING SYSTEMIC ANTI CANCER TREATMENT (SACT).

Under the guidance of the CNM2/CNM3, the CNM1 appointed to this post will have an active role in the administration of SACT. This will involve:

1.1 Education of patients regarding their treatment plan.1.2 Ordering SACT for use on the Day Unit in a timely and economical manner1.3 Assessment of patients prior to administration of treatment/SACT1.4 Safe administration of treatment/SACT1.5 Monitoring patients for effects of treatment/SACT1.6 Safe disposal of SACT equipment and agents, as per hospital guidelines.

 

2. BED MANAGEMENT

Assist the CNM2/CNM3 or Divisional Nurse Manager in the implementation of the bed management policy by:

2.1 Managing the utilisation of patient treatment chairs.

2.2 Deciding how to organise admissions and discharges of patients to and from the Unit and ensuringthese activities are carried out appropriately.

2.3 Liaising with bed managers and the CNM2/CNM3 should a patient require an overnight admission.

3. WORK TO BE DONE AND WORKLOAD ESTIMATION

3.1 On a day to day basis in the absence of CNM2, the CNM1 will decide and allocate work to be done by staff nurses, student nurses and Health Care Assistants.

3.2 Ensures that a systematic method for the assessment of individual patient needs and the accuratedocumentation of same.3.3 Estimates workload based on patient nursing needs in agreement with the unit system policy on same.

3.4 Promotes the attainment of each patient's individual nursing care needs by allocating appropriately skilled Staff Nurses.

 

4. STAFFING AND MANPOWER PLANNING

4.1 Advises the CNM2/CNM3/Divisional Nurse Manager or Senior Nursing Officer on duty when staff levels fall below or are in excess of that considered to be adequate to meet workload.

4.2 Arranges staff meal breaks in consultation with registered nurses.

4.3 Supports and supervises nursing staff and other support staff in carrying out their allocated responsibility to the required standard.

4.4 Monitors late attendance and unexplained absenteeism, and reports to CNM2 or in her absence the CNM3.

4.5 Assists with planning and allocating of nursing teams with appropriate staff numbers, skill mix and level of experience in such a way that will meet the clinical management workload and ensure continuity of patient care.

4.6 Assists in the preparation of weekly duty rosters. Reviews and changes the roster as necessary in the CNM2's absence.

 

5. PERSONNEL

5.1 Promotes, nurtures and maintains a high level of staff morale hence promoting team spirit and job satisfaction among nursing, and other staff within the Day Unit.

5.2 Ensures welfare and safety policies are adhered to in the Unit.

5.3 Receives visiting professionals and lay visitors to the department in the CNM2's absence.

5.4 Participates in the development of a ward orientation programme for new staff members, and assists with the implementation and evaluation of such programmes.

5.5 Ensures that all staff practice nursing within the code set for the profession by the Nursing and Midwifery Board of Ireland

5.6 Reports to CNM2 behaviour outside acceptable limits for whatever reason (i.e. emotional upset in staff, brusqueness to patients or colleagues, undignified behaviour, absenteeism, conflict, etc.)

5.7 Investigates complaints, incidents and accidents involving all patients and staff in accordance with hospital policy.

 

6. EDUCATION\STAFF DEVELOPMENT6.1 Assesses and identifies training and development needs for nursing staff within the Day Unit; participates in setting objectives for such learning and contributes to the development of training programmes where appropriate;

6.2 Identify teaching/learning opportunities within the unit and plan to meet these needs in consultation with CNM2/CNM3 and Oncology Education Co-ordinator.

6.3 Participates in the planning, Implementing and evaluation of:i) Staff development programmes to support new clinical services;ii) Post graduate training programmes as pertinent to the Day Unit where necessary;

6.4 Participates in clinical ward induction training of all new nursing staff ensuring that staff nurses receive sufficient theoretical and practical training to make them safe practitioners;

6.5 Ensures the agreed Hospital, specialist administrative and clinical policies and procedures are known to and understood by the staff, and are implemented;

6.6 Participates in teaching, counselling and training of student nurses and plans to meet their needs in consultation with C.P.C.'s, CNM2 and CNM3.

6.7 Acts as an effective role mode by demonstrating skilled nursing care in the clinical situation for staff and student nurses.

 

7. CLINICAL NURSING PRACTICE

7.1 Assists in the development and maintenance of protocols specific to the care of Haematological disorders and the administration of SACT.

7.2 Uses a framework and model of nursing to assess individual patient needs consistent with hospital nursing policy;

7.3 Ensures that appropriate nursing care is planned for individual patients based on need assessment and that each individual patient receives prescribed medical treatment and nursing care, within established policies, procedures and standards of care;

7.4 Ensures that verbal and written nursing reporting systems are accurate and adequate;

7.5 Ensures that accurate nursing reports accompany patients who are being transferred to other hospitals or other departments in Beaumont Hospital.

7.6 Ensures clinical competence of staff in performing clinical activities.

7.7 Maintains personal clinical skills by performing nursing care;

7.8 Directs, supervises and mentors the nursing staff in the management of nursing care i.e. providing professional and specialist advice on the provision of nursing care and demonstrate practical nursing skills;

7.9 In consultation with medical staff ensures that patients and relatives are appropriately informed and counselled regarding their condition, short and long term treatment/care plans and that they are adequately educated, trained and rehabilitated;

7.10 Participates in research when necessary.

7.11 Attends and participates in multidisciplinary meetings.

 

8. STANDARDS AND QUALITY OF CARE

Takes all steps possible to safeguard the welfare and safety of patients by:

8.1 Monitoring indicators of quality.

8.2 Monitoring Day Unit management and clinical standards within realistic targets and explicit limits as set by CNM2.

8.3 Ensuring that unit staff understand and abide be required standards and limits.

8.4 Checking on the quality of all work done by all Day Unit staff and use of systems in place.

8.5 Monitoring and evaluating the outcomes of nursing care for individual patients.

9. BUDGETING

9.1 Maintains agreed stock level controls and reports any deficiencies to the CNM2.

9.2 Encourages staff to utilise resources judiciously by developing economical habits and adhering to the limits so as to ensure economical use consistent with satisfactory standards.

10. SELF DEVELOPMENT

The post holder is expected to:

10.1 Maintain, update and develop knowledge on relevant professional development and on all speciality current trends by attending a number of study days each year;

10.2 Maintain a personal record of professional development;

10.3 Accept appraisal each year from the CNM2.

10.4 Discuss present performance and future self-development needs with the Divisional Nurse Manager/CNM3 and CNM2, using job performance review in accordance with unit policy.

11. UNIT AUXILIARY STAFF – Health Care Assistant (HCA)

11.1 Ensures that the work of the HCA is implemented to the required standard as per job specification;

11.2 Participates in the induction and training of the HCA.

11.3 Supervises, supports and encourages ward attendant staff in carrying out their duties and ensures that nursing staff know, understand, utilise and respects the role.

 

12. ADMINISTRATIVE: WARD CLERK

12.1 Ensures the correct completion of records and reports.

12.2 Supervises, supports and encourages Ward Clerk in the implementation of their role and ensures that the nursing staff know, understand, utilise and maintain respect in the carrying out of duties and reports same to their immediate manager

 

Qualifications

 

Selection Criteria: Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Applications will be assessed on the basis of how well candidates satisfy these criteria.

Mandatory:

• Be registered in the relevant division of the Register of Nurses kept by The Nursing and Midwifery Board of Ireland or be entitled to be so registered.

• Have at least 3 years post registration experience of which 1 must be in the speciality or related area • Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.• Have a recognised specialist course in Systemic Anti-cancer therapy administration.

 

Desirable:

• A management course is desirable• A Post Graduate qualification in the specialty is desirable
