This posting intends to fill one (1) regular full-time position and establish an eligibility list which may be used to fill regular, full-time, or limited-term positions, over the next two (2) years.
As a Supervisor on the Environmental Services at the Sacramento Municipal Utility District (SMUD) you will help us coordinate and implement Greenhouse Gas (GHG) or California Environmental Quality Act (CEQA) programs and meet regulatory requirements in support of business unit operations. You will be responsible for resolving complex GHG air quality or CEQA related problems and oversee complex environmental projects. You will work with the Environmental Services (ES) Manager in planning, coordinating, prioritizing, monitoring and evaluating work results of ES Leads and Specialists and assist in the training, motivating, and developing of personnel.
Purpose
Serves as a technical expert and supervisor to an Environmental Services team and oversees programs and regulatory requirements. Responsibilities include:
- Develop staff, coordinate work, manage staff workloads, and implement programs.
- Ensure compliance with applicable environmental rules, policies, regulations, and
- procedures.
- Ensure work quality and accuracy as it relates to staff work and environmental issues.
- Train staff and business unit personnel in environmental procedures.
- Manage consultants and contractors.
Staff on an Environmental Services team may also perform tasks associated with pre-project environmental reviews (including coverage under the California Environmental Quality Act); providing project permitting and construction support (including but not limited to wetland regulations, special-status species, cultural and Tribal cultural resources, stormwater, hazardous materials business plans, hazardous waste, soil management, water quality, and air quality), greenhouse gas reporting, and sustainability efforts.
Nature and Scope
There are four (4) levels in this job classification series that have similar job content but with progressively more challenging degrees and levels of skill, responsibility, knowledge, experience, and qualification requirements:
Flex classifications (that permit progression from lower-level classes to higher level classes without examination based upon assessment of an individual's experience and performance) within the series:
- Entry: Incumbent acquires knowledge, skills and abilities to perform the tasks associated within the series but are not yet demonstrating these at the Journey level.
- Journey: Incumbent is demonstrating the required skills and knowledge to independently perform the full scope of the job.
Non-Flex classifications (that promote from lower-level classes to higher level classes and require an examination, such as an interview, based upon individual experience and performance) within the series.
- Senior: Advanced journey level resource who is responsible for advanced assignments, as dictated by the work needing to be performed; may serve in a lead and/or supervisory capacity.
- Supervisor: Working supervisor directing the work of a functional team.
Entry to Journey: Incumbents at the entry level are required to successfully “progress” to the journey level within 60 months of appointment to remain within the job series.
Seniors and Supervisors must be hired through a promotional process and do not automatically progress from lower levels in the series.
Duties and Responsibilities
Supervision and Leadership
- Serve as a working supervisor, balancing environmental technical tasks with leadership responsibilities.
- Lead, evaluate, and develop staff, contractors, and consultants, fostering a collaborative and high-performing team.
- Develop succession plans to ensure workforce continuity, knowledge transfer, and staff growth.
Program and Departmental Management
- Lead and evaluate Environmental Services programs, aligning initiatives with organizational goals.
- Support the Manager in setting and managing departmental goals, policies, and priorities.
- Prioritize workloads, allocate resources, and coordinate projects for optimal efficiency.
Technical Expertise and Problem Solving
- Provide expertise and guidance in environmental science and regulatory compliance.
- Support staff in resolving complex technical and regulatory issues.
- Implement best practices and industry standards to ensure effective environmental planning and project execution.
Regulatory Compliance and Policy Oversight
- Monitor, interpret, and assess legislative, litigation, and regulatory updates; ensure organizational compliance.
- Guide staff in developing responses and strategies for regulatory changes.
- Increase regulatory awareness organization-wide and advise leadership on compliance risks.
Project and Contract Management
- Oversee design, implementation, and delivery of complex projects by defining objectives, scope, budgets, schedules, and deliverables.
- Develop RFPs, negotiate contracts, and manage consultant and contractor performance and costs.
- Ensure timely and on-scope project and contract delivery aligned with organizational priorities.
Training and Education
- Oversee development, scheduling and coordination of environmental training programs for internal staff and external stakeholders.
- Support staff development by identifying training needs, recommending opportunities, and ensuring technical and regulatory knowledge are enhanced.

Risk Management and Strategic Planning
- Facilitate identification and characterization of project and program risks, providing recommendations for mitigation and management.
- Integrate risk awareness into planning and decision-making processes.
- Optimize work processes to improve efficiency, quality, and outcomes of Environmental Services programs.
Communication and Collaboration
- Serve as a key liaison between the Environmental Services team, other departments, leadership, and external partners.
- Represent the department at high-level meetings, providing clear communication on complex technical and regulatory issues.
- Build collaborative solutions that balance organizational, regulatory, and community needs.
Other Duties
- Provide recommendations to management on staffing, organizational structure, and training/development needs.
- Perform other related duties as assigned; work hours, locations, and schedules may vary based on business and program needs.
Required Education
- Bachelor’s degree from an accredited college or university with major course work in environmental studies, engineering, biology, geology, archaeology, or a related field, or equivalent experience. If no degree, nine or more (9+) years of experience are required.
Required Experience Qualifications
- Five or more (5+) years of progressively responsible relevant work experience including two or more (2+) years of progressively responsible supervisory experience or project lead experience in a team environment, in an environmental field.

Required Licenses/Certificates
- A valid California drivers' license. Must meet and maintain the District's frequent driver standard per SDP policy 4.7.2.2.
Desirable Qualifications
- Utility industry experience on development, management, and implementation of GHG related reporting programs. Experience in database development and management. Experience in QA/QC development and implementation.
- Management of complex CEQA projects and experience in development, management, and implementation of environmental programs.
- Ability to supervise staff, including prioritizing and assigning work, conducting performance reviews, overseeing training and development, and making promotional and hiring decisions.
- Experience guiding decisions and supporting business units in all matters involving GHG or CEQA to ensure compliance with regulatory requirements.
- Ability to lead the development of new programs, as needed, to meet new or future regulations related to GHG or CEQA.
