JOB PURPOSE
Perform third-party civil and structural inspection of industrial facilities, foundations, pipe racks, buildings, and drainage systems at Ras Laffan Industrial City. Ensure construction and maintenance works comply with approved drawings, project specifications, ACI/BS/ASTM standards, and client requirements.
KEY DUTIES
Civil & Structural Inspection Execution Inspect civil and structural works including:
- Concrete structures – foundations, pedestals, grade beams, slabs, walls, and columns
- Steel structures – pipe racks, equipment support structures, platforms, and handrails
- Piling works – driven piles, bored cast-in-situ piles, pile caps, and pile integrity testing
- Buildings – control rooms, substations, warehouses, and administrative buildings
- Drainage systems – underground stormwater, oily water drainage, catch basins, and manholes
- Roads & pavements – asphalt, interlock paving, and concrete hardstanding areas
- Underground utilities – sewer, potable water, firewater lines, and trenching
Concrete Works Inspection Witness and approve:
- Rebar placement – size, spacing, grade, cover, lapping, tying, and bar bending schedule
- Formwork / shuttering – alignment, stability, cleanliness, and release agent application
- Embedments & anchors – location, type, and securing (anchor bolt templates, embedded plates, sleeves, and penetrations)
- Approve concrete pours after checking:
- Pre-pour checklist completed
- Reinforcement and formwork approval
- Concrete mix design match to specification
- Availability of test certificates (cement, aggregates, admixtures, water)
- Witness concrete sampling (cube casting, slump test, temperature check)
Steel Structure Inspection Inspect steelworks including:
- Fabrication – cutting, drilling, welding, camber, straightness, and dimensional tolerances
- Surface preparation & coating – blast profile, primer, intermediate and topcoat DFT
- Erection – bolt tightening (torque / turn-of-nut), alignment, plumbness, and leveling
- Welding – visual inspection of structural welds (fillet/butt), review of welding consumables and WPS.
- Verify bolted connections:
- Grade, size, type (structural bolts – A325 / A490 or equivalent)
- Torque values and snug-tight vs. slip-critical requirements
Material & Testing Documentation Review Review and approve:
- Material test certificates (Mill certificates for rebar, structural steel, cement, aggregates)
- Concrete mix designs (including trial mix results)
- Concrete cube test results (7-day, 14-day, 28-day compressive strength)
- Rebar tensile / bend test results
- Welder qualifications and NDT reports (UT, MPI for structural steel)
- Grout cube test results (non-shrink grout under baseplates)
Dimensional & As-Built Verification Perform dimensional checks against approved IFC (Issued for Construction) drawings:
- Foundation locations, elevations, and embedments
- Column centerlines, plumbness, and offsets
- Bolt cage positioning and projection
- Steel member alignment and connection fit-up
- Verify as-built conditions and mark up red-line drawings for final handover
Defect Identification Identify structural defects including:
- Concrete defects – spalling, cracking, honeycombing, exposed reinforcement, scaling, and efflorescence
- Reinforcement corrosion – rust staining, section loss, and concrete delamination
- Steel defects – corrosion (section loss), distortion, failed coatings, loose bolts, and cracked welds
- Settlement – foundation tilting, pipe rack displacement, and separation from grade
- Document defects with photographs and measurements; recommend repair methods (epoxy injection, patch repair, steel replacement, corrosion protection)
QA/QC Documentation & ITP Management Prepare and maintain:
- Inspection & Test Records (ITRs)
- Daily inspection reports
- Punch lists – categorized by priority (Punch A – must fix before handover, Punch B – can be fixed later)
- Follow Inspection & Test Plan (ITP) and highlight HOLD points for witness
- Ensure all quality records are signed, dated, and traceable
Coordination & Reporting
- Liaise with client (QatarEnergy / operator), EPC contractor, and subcontractor civil crews
- Attend weekly quality meetings, pre-pour meetings, and punch list walkdowns
- Submit daily reports, weekly summaries, and final turnover dossiers
HSE Compliance
- Adhere to Ras Laffan Excavation Permit, Hot Work Permit, and Confined Space Entry procedures
- Inspect excavations for shoring, sloping, barricades, and warning signs
- Ensure concrete pour operations are safe (pump truck stability, barricaded zones)
- Report HSE violations immediately and stop unsafe work
Mandatory Education
- Degree or Diploma in Civil Engineering or Structural Engineering – mandatory
Experience
- Minimum 5 years of civil / structural inspection experience in oil & gas or petrochemical industry
- At least 2 years of experience in industrial construction (not commercial or residential)
- Experience with shutdown / turnaround civil works (foundation repairs, pipe rack modifications) is an advantage
Technical Knowledge
- ACI 318 – Building Code Requirements for Structural Concrete
- AISC – Steel Construction Manual (specifications for structural steel buildings)
- BS 8110 – Structural Use of Concrete (if BS project)
- Relevant ASTM standards – for rebar, concrete, aggregates, coatings, and steel ASTM A615 (rebar), ASTM C39 (cube testing), ASTM E4 / E18, etc.
- Soil / foundation knowledge – shallow and deep foundations, pile testing (PDA, PIT)
QA/QC Knowledge
- Inspection & Test Plan (ITP) management
- Preparation of Inspection & Test Records (ITRs) per project numbering system
- Red-line markups and as-built drawing verification
- Non-conformance reporting (NCR) and corrective action follow-up
