Utility Coordinator II, III, IV-ADV PROJ DEV- CC HQ - (2601069) Position Information We are seeking a highly motivated Utility Coordinator with experience working on TxDOT transportation projects to join our team in the Corpus Christi area. This position plays a critical role in coordinating utility adjustments and relocations to support the successful delivery of roadway and infrastructure projects.
This person would work with public and private utility companies throughout all phases of TxDOT projects and they would work with designers to identify and eliminate utility conflicts. They would review permits, reimbursements, and compliance with State and Federal requirements while reviewing plans, agreements, cost estimates, and documentation for accuracy and completeness.
Ideal candidates are detail-oriented professionals with strong analytical and communication skills who can interpret policies, manage multiple priorities, and effectively explain complex processes This would be an opportunity to work on impactful transportation infrastructure projects within the region. The Utility Coordinator would work in a collaborative and supportive work environment.
Annual Salary Ranges:
Utility Coordinator II : (B18) $45,521 - $71,055
Utility Coordinator III: (B20) $51,158 - $81,351
Utility Coordinator IV: (B22) $57,614 - $93,138

Description
Coordinates and performs technical work related to new utility installations and state and federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Essential Duties for Utility Coordinator II:
- Performs reviews and determines eligibility requirements for payment of relocation reimbursements
- Reviews current projects for progress and pending projects for planning purposes
- Reviews and processes utility permits and other related highway permits.
- Requests survey information from right-of-way, and reviews plats and survey data related to permits and interprets plans.
- Assists in reviewing and processing new utility installation permits.
- May serve as the liaison with and coordinates activities between the Department, federal agencies, utility companies, and other entities
- Implements and interprets Department policies and procedures as they relate to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
- Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions to resolve problems.
- Monitors the installation/removal, adjustment or relocation of utilities.
- Prepares utility adjustment assembly folder to include all pertinent data and handout materials; prepares report for approval.
- Prepares, processes and maintains documents, references and resource materials.
- Consults with area engineer and maintenance supervisor on complex utility permit issues.
- Assists with reviewing current projects for progress and pending projects for planning purposes.
- Provides updates on current projects for progress and pending projects for planning and portfolio management purposes; consults and advises personnel in policies and procedures.
- Enters and maintains the electronic documentation and data in TxDOT systems are accurate and up-to-date.
- Researches problems and coordinates solutions regarding potential utility conflicts and reimbursements; prepares correspondence.
- Assists with developing, maintaining, and updating utility relocation schedules.
- Performs other job responsibilities as assigned
Essential Duties for Utility Coordinator III (In addition to the above):
- Coordinates the execution of relocation and condemnation papers with Department payment processing personnel, property owners and title companies for commitment and closure.
- Coordinates, reviews and processes new utility installation permits.
- Maintains liaison with and serves in a consultative capacity between the Department, federal agencies, utility companies, other entities and title companies.
- Reviews agreements, plans, specifications and billings submitted by the utility companies.
- Serves as a Department expert in program responsibilities.
- Assists with access to right of way permits and coordinates review of developer submittals.
- Ensures electronic documentation and data in TxDOT systems are accurate and up-to-date.
- Develops, maintains and updates utility relocation schedules.
- Researches problems and coordinates solutions regarding potential utility conflicts and reimbursements; prepares correspondence and makes recommendations to improve programs.
- Oversees and provide updates on current projects for progress and pending projects for planning and portfolio purposes; consults and advises personnel in policies and procedures.
- Conducts reviews of processed permits by other staff members to ensure accuracy and completeness in accordance with department guidelines.
- Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.
- Performs reviews and determines eligibility requirements for payment of relocation reimbursements.
- Prepares utility adjustment assembly folder to include all pertinent data and handout materials; prepares report for approval.
- Reviews and processes utility permits and other related highway permits.
- Requests survey information from right-of-way, and reviews plats and survey data related to permits and interprets plans.

- Serves as subject matter expert.
- Monitors the installation/removal, adjustment or relocation of utilities.
- Trains other employees.
- Performs technical review analysis of schematics, utility adjustment plans and cost estimates, maps, surveys, field notes, property descriptions, pre-appraisal and appraisals, titles, deeds, legal and curative instruments and exhibits.

Minimum Qualifications:
Education:
Utility Coordinator II: High School Grad or Equivalent in general education.
Utility Coordinator III, IV: Bachelor's Degree in any discipline
Experience:
Utility Coordinator II: 1 year experience*, Utility Coordinator III: 2 years experience*, Utility Coordinator IV: 3 years experience*
*Experience in utility, transportation or construction-related activities. (Experience can be satisfied by full time or prorated part time equivalent).
