Job Description:
Purpose
This position is responsible for all offshore systems integrity assurance management and continuous sustenance of CLASS status with the CLASS society and CERTIFICATION with the FLAG administrator in-line with the International Maritime Organisation [IMO] regulations for all operating offshore asset to support the delivery of the Shell Nigeria maintenance and integrity mandate.
It shall manage the Shell Nigeria offshore marine systems integrity assurance and CLASS verification in line with the CLASS, the FLAG and IMO requirements for the continuous sustenance of License-to-Operate [LTO] in Nigerian territorial waters.
Job Dimensions
- Custodian of the Shell Nigeria offshore classification and certification rule in line with IMO regulations
- Executor of the offshore technical integrity assurance plans in line with class rule for offshore.
- Manage compliance with class requirements across all disciplines with regards to modifications, and major repair works offshore.
- Manage underwater surveys activities and integrity data for all offshore operating asset
- Manage the interface between government regulators/class society for offshore operations and Shell offshore asset for seamless class, certification and LTO sustenance.
- Custodian of the latest class approved technologies/techniques available for deployment for offshore marine systems integrity management.
- Provide classification & verification support to SNEPCo green projects and tie-backs to Bonga main to ensure class compliance as required.
- Progress all identify FIT4 initiatives to bankable conclusion.

Principal Accountabilities
Management of Classification
- Custodian of the SCiN offshore classification and certification rule in line with IMO regulations
- Develop and maintain internal system for the management of classification surveys, defects and actionable items in line with the offshore classification rule to ensure business continuity
- Manage classed Items subject to fatigue life assessment
- Coordinate the regular class survey of all items subject to fatigue life assessment in line with the requirements of the class rule for offshore asset.
- Manage timely interventions on classification major defects and conditions-of-class emanating from conducted classification surveys for business continuity without impact to operation.
- Manage class status impacting engineering modifications/improvements to ensure continuous compliance to the requirements.
- To ensure early escalation for management support where required
- Interfaces with inspection and structural engineering team on class compliance solutions to major structural defects offshore
- Manage FPSO hull machinery items
- Coordinate the regular survey and inspection of all the classed machinery items in the FPSO hull in line with requirements.
- Manage timely interventions on all noted defects and conditions-of-class emanating from the surveys & inspections to ensure minimal impact to operation and maintenance of asset integrity.
- To ensure early escalation for management support where required
Management of Topside Compliance Verification
- Coordinate regular classification surveys, assessments & testing of all the FPSO topside safety critical equipment to ensure they fit-for-purpose to maintain safety of the asset
- Manage timely interventions of all the defects and non-compliances in line with the associated risks and ensure visibility to class and SNEPCo leadership
Management of regulatory marine safety certifications
- Liaise with in-country flag administration and coordinate all safety equipment, safety radios, and condition surveys and inspections to ensure bonga asset compliance to flag administration and SOLAS requirements in line with the IMO regulations.
- Liaise with in-country flag administration and ensure continuous validation of all the safety certifications and flag registry for the Bonga FPSO post conclusion of the required surveys and close out of noted defects.
- Maintain an active connection with the international maritime organization and in-country maritime safety requirements to ensure SNEPCo offshore marine business is not unduly exposed. Ensure effective communication of relevant NTMs (notices to mariners) by the in-country flag authority to all stakeholders for timely interventions as may be required.
Management of FPSO hull tanks/spaces PSP certification
- Coordinate the regular PSP certification surveys and inspection of all Bonga FPSO 63 number Hull tanks/Spaces and ensure the following;
- All 63 number hull tanks/spaces are duly accredited by the classification society as free of structural integrity failures and unacceptable level of corrosion.
- All the 15 number crude oil cargo pumps and 4 number water ballast pumps are in good working conditions with necessary interventions carried out where required.
- All the hull tanks appurtenances are in good integrity conditions needed for the tanks and FPSO stability management.
- Coordinates all remedial works and assessment needed in the hull tanks/spaces emanating from the regular PSP certification surveys & inspection to ensure tanks/spaces structural integrity is maintained in ALARP status.
- Timely escalation of major structural and pitting/corrosion noted defects to SNEPCo senior leaderships and CLASS.
Management of internal hardware barrier assessment HBA
- Coordinate and operationalize the Shell global hardware barrier assessment process and ensure all safety critical equipment (SCE) on the Bonga FPSO is captured in this program for assessment within the stipulated 5-year period.
- Coordinate the 2-yearly offshore HBA program for the Bonga FPSO and manage the findings/recommendations to closure visible to leadership.
- Ensure all the Bonga FPSO applicable SCEs are mapped to accountable TA for the purpose of the regular compliance assessment.
- Maintenance an active HBA schedule and key HBA Team members that is clearly communicated to all the stakeholders in line with the Shell global HBA process guide.
- Collaborates with FAIR programs to ensure LOD2 & LOD3 assessment of Bonga FPSO safety barriers as required.
Management of asset modifications/projects class assurance
- Coordinate design appraisals for engineering modifications with potential impact on classed FPSO hull, structural and machineries integrity to ensure compliance to asset integrity in line with classification and safety requirements.
- Coordinate the witness of vendor fabrication/manufacturing processes as well as FATs/SATs of key machineries and process items with potential impact on classed FPSO hull, structural and machineries integrity in line with the classification and safety requirements.
- Ensure design appraisal documents (DAD) issuances post successful verification and approval of engineering modifications with potential impact on FPSO class status.

Key Skills & Qualifications
- Technical graduate with a minimum of 10 years experience in the oil and gas onshore/offshore industry
- Proven understanding of standards, procedures and regulation (NIMASA, Class Regulation and IMO requirements)
- Proven understanding of maintenance management systems and asset integrity process safety management processes.
- Significant planning and performance appraisal experience across a range of roles and environments
- Proven change capacity, catalyst for change and ability to drive and embed new ways of working to deliver business improvement gains.
- Deep understanding of the integrated Oil & Gas Development & Hydrocarbon life cycle management and its fundamental value drivers.
