The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $24.05 to $24.46.

This position is non-exempt under the FLSA.

About the Position

The Judicial Threat Coordinator manages all threats to Judicial Branch facilities, judicial officers, and court staff. The Judicial Threat Coordinator provides case management, conducts safety assessments, and develops security plans. The Judicial Threat Coordinator investigates cases, creates and distributes Informational or "Be on the Look Out" (BOLO) flyers, and utilizes the Judicial Branch Security Department’s (JBSD) Threat Management Database to perform data entry and track and monitor the status of threats.

Position Qualifications

Education:

• High School Diploma or GED

Experience:

• One (1) year of security operations and threat intelligence experience

OR

Combined education and experience qualifications:

• Experience with threat management in security, law enforcement, military, or public safety environment may substitute for the experience requirement on a year-for-year basis

Our Preferred Candidate has:

• Experience with workplace violence prevention threat assessment/management
• Experience with investigating and managing threat caseloads
• Experience interacting with law enforcement agencies and investigators

Knowledge, skills, and abilities:

Knowledge of:

• Principles, practices, and techniques used in court security, including security awareness
• State laws, statutes, department post, general orders, court orders, policies, and procedures, including rights of citizens, search and seizure rules, and rules of evidence

Skill in:

• Establishing and maintaining effective working relationships
• Preparing clear and concise records, reports, correspondence, and other written materials
• Effective oral and written communication
• Creating innovative ways to mitigate risk by identifying gaps and proposing solutions

Ability to:

• Read, understand, interpret, explain, and strictly apply applicable laws, ordinances, policies, court orders, and regulations
• Exercise sound judgment within general policy guidelines

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

• Manages the JBSD Threat Management Database which contains known or potential threats to court staff (including Judges, Commissioners and Justices of the Peace) and/or court facilities and maintains a liaison with Security Stakeholders, Law Enforcement Agencies, Threat Liaison Officers and other court security departments across the state
• Responsible for processing inappropriate communications and threats directed at court staff and Judicial Branch facilities
• Responsible for providing information and security recommendations in the personal protection of Judges, Commissioners and Justices of the Peace while on or off campus
• Uses expertise and best practices in recommending proactive measures to avoid confrontations while maintaining a reactive capability in the form of security plans, procedures, and training
• Supports the vital protective mission of the department by collecting, analyzing, and disseminating requisite information and protective intelligence, both secured and open-source info, in the form of information bulletins, alert notices, protective intelligence briefs, crime statistics, and threat assessments
• Gathers, verifies, and analyzes extensive personal, professional, and educational documents; contacts other agencies, governments, and professional organizations to obtain and verify the information for the completion of critical background checks
• Manages the Daily Security Concern case process by assessing iCIS security reports and coordinating with court staff and security officers to develop safety plans for the courtroom
• Review court cases in iCIS and flag security cases that have potential safety and security concerns in Judicial Branch facilities 
• Draft and publish informational flyers or “Be On the Look Out” (BOLO) flyers; maintain BOLO Binders across all JBSD entry points
• Manages the Daily Security Concerns distribution program

While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods of time; stand, walk, use hands to finger handle or feel; reach with hands and arms; and occasionally push, pull or lift up to 20 pounds.  Must be confident with interacting with law enforcement agencies and County Agency investigators. Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
