Your mission
General Objective of the Job: The logistics and procurement Officer oversees purchasing, logistics and procurement support for WCAF in LEBANON. S/he follows WCAF policies and procedures and donor rules and regulations in executing their day-to-day activities. The logistics and procurement officer supervises the work of the logistic intern/volunteer and cleaners.
Position in the Organization: The Procurement & Logistics Officer reports to the Country Director.
Detailed job description/Results Areas: Job Responsibility 1: Procurement & Logistics Management1. Ensure implementation of the WCAF Logistic/Procurement Policy.
2. Work with the Projects team in preparing and updating the annual procurement and logistics plans in order to enhance the processes.
3. Manage the day-to-day operations of the procurement and logistics process in accordance with projects' deliverables.
4. Evaluate existing procurement and logistics operations/systems/workflows/templates and provide recommendations for corrective actions.
5. Ensure compliance with WCAF policies, local laws, and donor regulations.
6. Oversee procurement and management of supplies, service and supplier contracts, vehicles, equipment, assets, stock, and ICTs.
7. Ensure proper asset and equipment management in line with WCAF policy.
Job Responsibility 2: Vendor Management1. Regularly maintain a database of local suppliers, including track records of past performance and framework agreements.
2. Conduct market assessments and support vendor evaluation and selection
3. Contribute to making the final decision on supply source, price, and delivery schedule.
4. Establish and manage supplier contracts, including framework agreements
5. Prepare and manage suppliers' and third parties’ contracts. Maintain positive and professional relationships with vendors.
Job Responsibility 3: Information & Communication1. Provide training sessions on WCAF and donors’ procurement processes and related policies to partner staff.
2. Provide directions to ensure that all information is available for procurement to act on.
3. Participate in relevant internal and external country, regional and global working and information-sharing groups.

Bachelor’s degree in business management or similar

Required Qualifications and Experience:
• 3-5 years of experience in similar positions, preferably with humanitarian organizations.
• Good analytical, synthesis and writing skills.
• Good analytical and planning skills, organization and time management.
• Professional attitude, good behavior and sense of responsibility.
• Good proactivity and able to take initiatives in the interest of all.
• Excellent communication and writing skills.
• Solid knowledge of Microsoft software (Word, Excel, Outlook, PowerPoint).
• Ability to work effectively with limited supervision to achieve set objectives.
What we offer
- Location: Lebanon
- Type of Contract: Local contract with salary and secondary labour conditions based on the in-country salary scale, local T&C's will apply.
