This position manages and provides strategic oversight of pricing and cost estimation activities in support of complex proposal efforts across Ahtna subsidiaries. Reporting to the Director of Pricing Strategy, this role is responsible for leading a team that develops, reviews, and refines detailed cost models, pricing structures, and supporting analyses for competitive, compliant, and defensible proposal submissions.
The Pricing & Estimation Manager reviews solicitation requirements, translates pricing and cost instructions into executable pricing strategies, and ensures cost volumes are responsive to customer requirements and internal standards. This role partners closely with proposal management, contracts, finance, and operational stakeholders to develop integrated pricing solutions, maintain compliance with applicable regulations and policies, and support audit readiness.
In addition to technical pricing oversight, this position provides day‑to‑day leadership, coaching, and quality control for pricing and estimation staff, ensuring consistency, accuracy, and continuous improvement across proposal pricing practices within the Proposals & Pricing functional group.
The salary range for this position is $133,514 - $168,228 per year.

Essential Duties and Responsibilities (including, but not limited to):
- Review Requests for Proposals (RFP) to determine specific cost requirements ensuring proposals are prepared timely and in accordance with FAR, DFAR, CAS and Corporate Disclosure Statements.
- Ability to develop, refine, and oversee advances Excel-based cost models, including complex “IF,” “Index,” and linked formulas, and to update and standardize cost templates for use by estimating team.
- Participate in strategy meetings and provide input on cost related matters as required, including cost strategy for initial proposal and subsequent revisions.
- Perform cost proposal reviews, evaluating formula integrity and responsiveness to Government RFP, make recommendations on methods, procedures, and techniques for refinement of proposal. Ability to provide accurate thorough review is imperative.
- Compile and review data to support proposed cost elements sufficient for audit by government agencies. Participate in and lead the preparation and presentation of responses to audit questions.
- Proficient with the Service Contract Act, Federal Acquisition Regulations, and other government-related applicable standards and regulations for accurate application.
- Supervise estimating team providing daily guidance, support and training to ensure productivity and proficiency goals are achieved.
- Perform other duties as assigned.
Supervision
Provides direct supervision, leadership, coaching, and performance management for junior pricing and estimation staff, supporting professional development and consistent execution of pricing practices.
Qualifications

Minimum Qualifications
- Bachelor’s degree in Business, Finance or a related field.
- Education may be substituted for experience on a 1:1 basis.
- Nine (9) years of experience supporting complex cost proposals for federal, state, or commercial solicitations, including experience with service‑based and operations‑focused procurements (e.g., operations and maintenance, logistics, security, facilities, or similar).
- Advanced experience developing cost proposals and work breakdown structures.
- Experience supporting multiple contract types, including Firm Fixed Price (FFP), Cost‑Plus, and incentive‑based contracts.
- Advanced to expert proficiency in Microsoft Excel, including complex formulas, linked workbooks, and cost modeling.
- Strong working knowledge of applicable pricing and labor regulations, including the Service Contract Act, Collective Bargaining Agreements, Davis‑Bacon Act, Defense Base Act, Federal Acquisition Regulations (FAR), and DCAA/DCMA requirements.
- Demonstrated ability to exercise independent judgment that materially impacts proposal strategy, quality, and outcomes.
Preferred Qualifications
- Experience with performance‑based contracts.
- Comprehensive knowledge of subcontractor/vendor relations and processes.
- Familiarity with federal procurement processes, including audit interactions and common federal solicitation structures.
- Experience and knowledge of Alaska Native cultures.
