Salary: $70,003.82 - $79,563.82 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.
About the Job:
The Enforcement Specialist (Specialist) is a key-advisor within the Enforcement function of the BCER. The Specialist is responsible for facilitating the development of high quality, defensible enforcement decisions, and supporting documentation. Working collaboratively with Legal Services, the Vice President of Compliance & Operations, and BCER Enforcement Technical Staff, the Specialist reviews enforcement case file reports, develops and drafts administrative decisions and supports enforcement orders as required.
The Specialist assists staff to interpret and implement legislation, advises leadership and Executive in oil and gas related matters, and, in conjunction with Regulatory Affairs, coordinates requests for internal and external legal advice. The Specialist also ensures all documentation to be posted publicly meets the requirements of the Freedom of Information and Protection of Privacy Act (FOIPPA).

Enforcement Specialist
Analyse, interpret, and apply applicable legislation and regulation to develop clear, defensible recommendations supporting statutory decision makers, including the Vice President, Compliance & Operations (Vice President).
Act as a subject matter expert in enforcement processes, procedures and documentation management.
Lead the development of decision rationales, reports, briefing notes and issue papers to support Executive and senior leadership decision-making.
Exercise judgement and discretion in ensuring all C&E documentation, including emergency management documents, are reviewed and prepared in such a manner so as to be suitable for the public domain.
Provide advice and guidance in improving Enforcement Processes, to ensure efficient, defensible, and robust process.
Coordinate legal reviews of contravention documents, ensuring decisions adhere to legislated timelines, while also ensuring all legal aspects are managed appropriately.
Oversee and direct the development of information to be provided on public facing websites, including all compliance and enforcement decisions, and coordinates with other regulatory bodies in information dissemination.
Use internal BCER reports, spreadsheets and database tools, ensures quality control of case file management system, compiles and distributes department compliance reports, industry quarterly compliance reports, noting trends or exceedances.
Schedule safety training for all BCER field staff and maintain department training requirements and coordinate training for department staff in conjunction with Human Resources.
Create draft contravention reports, orders and continuation reports documenting alleged infractions, legal defences and similar past case files where administrative penalties were imposed, gather supporting documents.
Ensure accurate and timely data publication to BCER and external agency websites.
Maintain efficient and effective administrative controls and support for the C&E branch.
Emergency Operations Center – roles as assigned.
Education:
Degree from a recognized post-secondary institution in a related field such as Science, Engineering, Environmental or Forest Management, Land Use Planning or Public/Business Administration and one (1) year of relevant experience; or,
Diploma from a recognized post-secondary institution in a related field such as Science, Engineering, Environmental or Forest Management, Land Use Planning or Public/Business Administration and three (3) years of relevant experience; or,
An equivalent combination of education, training and experience may be considered.
Experience:
Demonstrated experience working within a public sector, legislative, policy-oriented and operational environment.
Demonstrated experience with FOIPPA, and public sector records management procedures and processes.
Demonstrated experience leading the identification, assessment and evaluation of data/information required to support critical decision-making processes.
Demonstrated experience with leading, developing and implementing procedures and processes.
Demonstrated experience drafting recommendations, reports and briefs for senior decision makers.
Demonstrated experience leading and coordinating administrative functions and workflows.
Demonstrated experience with emergency management procedures and processes including training requirements.
