The Program Manager -- Engineering is a strategic and operational partner to Engineering leadership, responsible for driving structure, financial rigor, reporting maturity, and enterprise enablement across the engineering organization. This role ensures engineering operates with clarity, accountability, and scalable processes. The Program Manager will oversee organizational tracking, financial governance (cap rates, Code 90, tooling spend), KPI reporting, strategic initiatives, and enterprise tool rollouts. This position reports to the VP of Program Management and functions in close partnership with the SVP of Software Engineering to ensure operational alignment, transparency, and execution of engineering priorities. The role works cross-functionally with Engineering, Finance, Procurement, IT, and executive stakeholders. The ideal candidate combines operational excellence, strong financial acumen, analytical rigor, and the ability to communicate effectively across functions, seniority levels, and global time zones.
Core Responsibilities
Engineering Organizational Governance
- Maintain accurate and up-to-date engineering roster and org charts.
- Track headcount, team structure, and allocation changes.
- Provide leadership with clear visibility into capacity and organizational health.
Financial & Budget Management
- Monitor capitalization rates and Code 90 spend.
- Track engineering budgets and improve cost transparency.
- Manage purchase orders, renewals, and tooling spend.
- Partner with Finance and Procurement to ensure compliance and efficiency.
Strategic Program Execution
- Serve as a trusted operational partner to the SVP of Software Engineering, helping translate strategic engineering priorities into structured programs, operational plans, and measurable outcomes.
- Lead and execute high-impact operational initiatives
- Identify opportunities to improve operational scalability and efficiency.
- Drive structured program management across cross-functional projects.
Training & Enterprise Enablement
- Develop and implement training programs for engineering.
- Lead rollout and adoption of enterprise tools (e.g., ChatGPT Enterprise).
- Establish adoption metrics and measure impact.
Reporting & KPI Development
- Build and maintain engineering KPI dashboards.
- Deliver executive-ready reporting.
- Establish performance baselines and continuous improvement cadence.

- 5--8+ years of relevant experience in Program Management, Engineering Operations, or Technical Operations.
- Experience supporting engineering or technical teams.
- Strong financial tracking and budgeting experience.
- Demonstrated experience building reporting dashboards and KPIs.
- Proven ability to manage cross-functional initiatives in a global environment.
- Excellent written and verbal communication skills across time zones.

First 3 Months -- Establish Foundation
- Complete comprehensive assessment of engineering org structure, financial tracking, tooling, and reporting gaps.
- Deliver an accurate and fully updated engineering roster and org chart.
- Establish baseline visibility into cap rates and Code 90 spend.
- Implement structured tracking for purchase orders and renewals.
- Define initial KPI framework and reporting cadence.
- Build strong working relationships across Engineering, Finance, Procurement, and IT.
First 6 Months -- Build Operational Discipline
- Launch standardized engineering KPI dashboard adopted by leadership.
- Implement formalized financial tracking process for cap rates and Code 90.
- Achieve full visibility into tooling spend and renewal calendar with no missed renewals.
- Deliver at least one measurable operational efficiency improvement initiative.
- Establish consistent cross-time-zone communication rhythms.
First 12 Months -- Drive Measurable Impact
- Demonstrate improved financial transparency and optimized engineering spend.
- Successfully execute transition off GL (or equivalent major operational initiative) with minimal disruption.
- Institutionalize KPI reporting into quarterly business reviews.
