JOB CONTEXT:
From February 2022, HI has re-opened a Country Programme in Ukraine to respond to the humanitarian needs triggered by the full-scale invasion of Ukraine by the Russian Federation. In 2025, HI pillars of interventions are:
Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial support services (MHPSS) for conflict-affected vulnerable population.
Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
Armed Violence Reduction: Ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict and is looking at extending the AVR scope with NTS (Non-Technical Survey) activities and Victim Assistance. In 2026, HI will move to clearance operations, with accreditation being applied for and an expected start date for clearance teams of August 2026.

YOUR MISSION:
You are responsible for leading the finance teams, ensuring compliance with HI’s standards and local rules in the finance field, financial strategy and steering and operational financial management within your area of responsibility.
You are Finance focal point for the Country Director and, as such, advise him/her in your field of responsibility. You are part of the Senior Management Team (SMT) and, as such, collaborate with the other business managers in the country on the operational strategy and the implementation of this strategy within its scope.
You support the Compliance department in their responsibilities towards donors’ and national audits, administrative and legal matter when there’s a link with finance department.
Your main missions are as follows:
· Management of the Finance team
· Strategy and steering: draft, revise and implement the operational strategy (Stratop) within your area of responsibility area, in line with HI's financial policies.
· Standards and expertise:
o Oversee the deployment and monitor compliance with all of HI’s financial policies, processes and tools within your area of responsibility
o Direct and control HI's compliance with the legal framework of the country or countries of intervention
· Internal control supervision in your area of responsibility
· Operational implementation:
o Ensure financial and budget management
o Ensure accounts management
o Ensure the financial management of institutional funding in compliance with “donor” guidelines and contractual obligations
o Ensure cash-flow management.
· Profession facilitation: disseminate standards, ensure the animation of a pool of local talent.
· Emergency preparedness and response
CHARACTERISTICS OF THE POSITION:
· The security situation in Ukraine is volatile and air alert is frequently active. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region. Most attacks by RF target energy structures, mainly power grids and power plants, resulting in planned or unplanned disruptions of electricity, water, heating and occasionally internet across the country.
· HI has 3 hubs, one in the East (based in Dnipro), one in the North East (based in Kharkiv), one in the South (based in Mykolaiv) and the coordination office is in Kyiv. HI staff is accommodated in guesthouses or in hotels (during business trips), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or easy to reach).
· Movements between sites can be made by car (HI drivers) or by train, depending on the region and time.
Requirements
· Proven experience of at least 3 years in a Manager/Coordinator position in Finance in a humanitarian environment
· Good knowledge of frameworks and rules
· Confirmed experience in team management
· Team player and collaboration skills
