Organizational Context and Scope
IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and
Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan Country Office (CO) implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention,community-based violence reduction, community development and migration management.
Under the overall supervision of the Chief of Mission and the direct supervision of the Program Coordinator (Transition and Recovery), and in close coordination with the Program Support Unit, the National Project Officer (Peacebuilding & Conflict Mediation) will work closely with the management and programme staff to lead the implementation of peacebuilding portfolio within transition and recovery unit.
Coordinate the peacebuilding and conflict mediation activities including workshops, technical meetings.
In coordination with the TRU Coordinator, design, review and adapt all peacebuilding and conflict mediation technical tools according to best practice and programming priorities and results.
Provide technical peacebuilding guidance to IOM peacebuilding operations and activities in project areas in line with established methodologies and ensure that technical integrity is maintained.
Coordinate and undertake peacebuilding assessments and/or studies geared to inform program implementation or adaptation. Facilitate dissemination of the results of project assessments to all relevant project stakeholders
Draft and/or coordinate the preparation of timely analytical reports including donor progress reports, evaluation reports, publications and a variety of information products or proposals for internal and external use.
Liaise with project partners, government officials, other programme stakeholders, and relevant counterparts. Participate in coordination mechanisms as required.
Coordinate logistical and administrative support for the management of TRU peacebuilding project governance structures, such as the project Technical Working Groups, to facilitate collaboration amongst project partners and across IOM hematic units.
Participate in IOM internal discussions for evidence-based and conflict sensitive planning and programming.
Lead in community engagement, peace dialogue facilitation and conflict prevention to resolve or prevent potential conflict among and between communities. Engage community leaders, including young people, women, and peace committees on peace and development initiatives.
Provide training to community stakeholders on dispute resolution, especially as it relates to inter-communal conflict, climate related risks and displacement.
Provide support to the National Authorities to help with the finalization South Sudan peacebuilding strategies.
Perform such other duties as may be assigned.
