TERMS OF REFERENCE
UNICEF proposes a short-term assignment (April–September 2026), 180 working days, extendable based on need and funding availability) to reinforce lifesaving nutrition support, particularly in priority districts of Cabo Delgado and Nampula provinces, and strengthen emergency nutrition response capacity as the operational context evolves.
The consultant will support the effective management, coordination, and monitoring of UNICEF’s nutrition emergency interventions in Cabo Delgado and Nampula, ensuring integrated programming, strong partner engagement, and full compliance with USG‑OCHA grant requirements. The role will reinforce structured coordination with cluster partners, promote adherence to national nutrition protocols and humanitarian standards, and ensure accountable, high‑quality delivery of life‑saving nutrition services to affected populations.

Required experience (as per TOR scope and CBPF project activities):
• Minimum of five (5) years of progressively responsible experience in Nutrition in Emergencies (NiE) or public health nutrition programming in humanitarian contexts, including conflict‑affected, displacement, and fragile settings.
• Demonstrated experience in the planning, coordination, and implementation of life‑saving nutrition interventions, including CMAM, IYCF‑E, nutrition screening and referral, community‑based nutrition services, and integration of nutrition within emergency health and mobile service delivery platforms.
• Proven experience supporting emergency preparedness and response, including surge activities and response to acute shocks and disease outbreaks (e.g. cholera, measles, malaria, floods, conflict‑related displacement), with demonstrated ability to sustain continuity and quality of essential nutrition services.
• Experience in emergency nutrition supply chain oversight, including forecasting, distribution monitoring, stock reporting, and accountability for core nutrition commodities (RUTF/RUSF, therapeutic milks, micronutrient supplements, anthropometric equipment), in coordination with health, supply, and logistics actors.
• Demonstrated experience working with government counterparts, UN agencies, and implementing partners, ensuring alignment with national nutrition protocols, Nutrition Cluster strategies, HNRP priorities, and the Core Commitments for Children (CCCs).
Full professional proficiency in Portuguese (written and oral) – required
Working knowledge of English (written and oral) – asset Knowledge of relevant local languages – an asset
• Technical expertise in Nutrition in Emergencies, including CMAM, IYCF‑E, community nutrition, and integration with health services.
• Humanitarian programme planning and implementation, including development of workplans, monitoring frameworks, and results tracking aligned with CCCs and HNRP.
• Grant and partner management, including field monitoring, partner oversight, reporting, and compliance with humanitarian donor requirements (US‑OCHA / CBPF experience preferred).
• Monitoring, data analysis, and reporting, including use of routine nutrition indicators (SAM admissions, cure/default rates, screening coverage, service functionality).
• Capacity strengthening, including training, supportive supervision, and mentoring of health workers, nutrition staff, and community volunteers.
• Strong coordination, communication, and reporting skills, with ability to operate effectively in complex, high‑pressure humanitarian environments.
• Prior experience working with Mozambique’s Ministry of Health (MISAU) and Provincial Health Directorates (DPS) in emergency contexts.
• Experience supporting Nutrition Cluster coordination, technical working groups, or inter‑agency humanitarian coordination mechanisms.
• Demonstrated experience in multi‑sectoral collaboration, particularly with Health, WASH, SBC, Protection, or Cash actors.
• Strong experience in field‑based humanitarian operations, including work in hard‑to‑reach or insecure locations.
• Proven ability to produce clear, timely donor‑quality reports, dashboards, and situation updates.
