Overview
- Strategically manage our global carrier portfolio (Philippines, Pakistan, US, Middle East) to ensure seamless, cost-effective connectivity.
- Oversee carrier-neutral facilities, Colo providers, and Meet-Me Rooms (MMRs) to optimize network performance and interconnection.
- Balance technical governance, financial optimization, and regulatory compliance for a resilient global network.
Responsibilities
Carrier & Colocation Management
- Design and implement carrier-neutral interconnection strategies (e.g., Equinix, Digital Realty, STT GDC).
- Manage Colo providers and data centre infrastructure, including cross-connects, peering agreements, and direct cloud on-ramps (AWS Direct Connect, Azure ExpressRoute etc).
- Optimize Meet-Me Room (MMR) utilization for low-latency, high-performance connectivity.
Vendor & Portfolio Oversight
- Lead the full lifecycle of carrier services: RFP, selection, contract negotiation (MSAs/SLAs/IRUs), and decommissioning.
- Develop multi-carrier redundancy strategies to ensure 99.99% uptime globally.
- Negotiate cost-effective agreements with carriers and Colo providers, focusing on performance guarantees.
Financial & Budget Management
- Oversee telecom/Colo budget, identifying cost-saving opportunities (e.g., consolidating cross-connects, renegotiating IRUs).
- Audit global telecom invoices, resolve billing disputes, and reclaim credits for overcharges.
- Benchmark pricing trends in US (FCC), APAC (PTA, TRAI), and MEA (TDRA, CITC) to ensure competitive rates.
Technical & Compliance Governance
- Conduct Quarterly Business Reviews (QBRs) with carriers and Colo providers, enforcing KPIs for latency, jitter, and packet loss.
- Forecast bandwidth and Colo space requirements to support business growth.
- Ensure compliance with regulatory bodies:
- Pakistan: PTA
- US: FCC
- Philippines: NTC
- APAC: TRAI, IMDA
Middle East: TDRA (UAE), CITC (Saudi Arabia)
Qualifications
Technical Expertise
- 7–10 years in telecom/carrier management, with 3+ years in Colo/data centre operations or carrier-neutral facilities.
- Deep knowledge of:
- Networking: DIA, MPLS, Dark Fiber, SD-WAN, Cloud Connects (AWS/Azure/Google).
- Data Centres: Tier III/IV facilities, power/cooling, interconnection ecosystems (e.g., Equinix Fabric etc).
- Tools: Power BI, Tableau, or Excel for performance/cost tracking.
Education & Certifications
- Bachelors in Telecommunications, Electrical Engineering, or Business Finance.
- MBA or PMP certification preferred.
Regulatory & Industry Knowledge
- Familiarity with PTA, FCC, TRAI, TDRA, CITC, and peering policies (e.g., DE-CIX, AMS-IX).
Soft Skills
- Strong negotiation, stakeholder management, and analytical skills.
Ability to communicate technical concepts to non-technical stakeholders.
