PURPOSE OF THE JOB
The Cost Engineer / Finance Project Analyst is responsible for analyzing, pricing, and managing Variation Orders in accordance with contract requirements and project specifications. The role includes breaking down engineering components, preparing detailed cost evaluations, and ensuring pricing alignment with official price lists and financial standards.
In addition, the position provides comprehensive financial analysis, forecasting, and budgeting support to the project, including analysis of financial data, preparation of reports, and delivery of insights aimed at improving overall project performance.
As part of a highly critical project team, the role requires close and ongoing collaboration with the project’s engineering team, financial controllers, scheduling specialists, the Project Director, the Finance Project Manager, and Sub-Systems Managers, ensuring effective coordination between engineering, financial, and operational aspects of the project.

MAIN RESPONSABILITIES
Key accountabilities:
Manage project controlling and financial reporting in accordance with internal control rules, processes, tools, and company guidelines.
Ensure project accounting accuracy and compliance with company financial policies.
Provide financial advice, support, and tutoring to the project team regarding financial models, tools, and best practices.
Validate and ensure the accuracy of financial and cost data recorded for the project.
Conduct financial analysis, forecasting, and budgeting to support planning and decision-making processes.
Prepare periodic project forecasts and monitor financial performance against budgets and forecasts.
Prepare financial reports and presentations for project reviews and management discussions.
Analyze financial data to identify trends, risks, opportunities, and areas for cost efficiency improvement, and provide actionable recommendations.
Develop, maintain, and utilize financial models and tools for forecasting, budgeting, and cost control.
Support ad-hoc financial analysis and special projects as required by the Finance Project Manager.
Analyze Variation Orders, assessing their engineering, financial, and commercial impact.
Prepare pricing proposals in accordance with contractual guidelines and official pricing databases (including NTI, Dekel, and others).
Collect, validate, and compare quotations from internal teams and subcontractors.
Produce detailed cost breakdowns and supporting documentation for approvals and audits.
Collaborate closely and continuously with engineering, finance, and scheduling teams to ensure accurate, timely, and integrated financial and cost analysis throughout the project lifecycle.

Competencies & Skills
Full proficiency with official price lists, industry cost databases, and financial planning systems.
Strong analytical, financial, and engineering-related costing skills, including financial modeling and analysis.
Proficiency in financial analysis tools, including OdyC and advanced Excel.
Ability to obtain, analyze, and compare quotations from multiple sources.
Experience in financial analysis, budgeting, and similar financial roles; experience in project-based companies is an advantage.
Bachelor’s degree in Finance, Accounting, or a related field.
Excellent analytical, problem-solving, and attention-to-detail abilities.
Highly detail-oriented, well organized, and able to work under pressure and meet deadlines.
Ability to work independently as well as collaborate effectively with cross-functional teams.
Excellent English proficiency (written and verbal), with strong communication and presentation skill
