

The Position:
To provide technical expertise and facilitation support to MOYS and UNFPA in revising the National Youth Policy 2017 through an inclusive, evidence-based, and participatory process, ensuring the final policy reflects the diverse needs and aspirations of Bangladesh’s youth

Job Purpose:
Bangladesh’s youth population (aged 15–34) stands at 58.1 million, representing 35.16% of the total population (Census 2022). This demographic offers a significant opportunity for national development through skills enhancement, employability, and entrepreneurship. The National Youth Policy 2017 requires revision after five years as per its Article 17—a process delayed due to the socio-political challenges. Emerging issues such as technological advancements, climate change, and evolving youth aspirations necessitate an updated policy that is inclusive, evidence-based, and aligned with national and global priorities.
The Ministry of Youth and Sports (MOYS), with support from UNFPA, has initiated a participatory revision process, including a roadmap design workshop (November 2025) and the establishment of a Youth Facilitator Group (YFG) to ensure meaningful youth engagement.
The process is structured into phases: evidence gathering, drafting and validation. A consultant is required to provide technical guidance, facilitate stakeholder engagement, and ensure the rigorous, participatory, and youth-led revised version of the policy.
You would be responsible for:
Description of Activities:
The consultant will engage in the following activities (the list is indicative and not exhaustive):
1. Process Design and Technical Oversight
o Provide technical guidance for the implementation of the approved youth policy revision roadmap.
o Develop various consultation frameworks, tools, guidelines, and data collection instruments for surveys, workshops, FGDs, KIIs, and IDIs.
o Ensure methodological rigor, inclusivity, and ethical standards across all consultation activities.
2. Youth Facilitator Group (YFG) Capacity Building and Mentorship
o Provide continuous mentorship and technical guidance to YFG members on policy analysis, facilitation, documentation, advocacy, and consultation methodologies to ensure effective youth-led engagement throughout the process.
3. Online Survey and National Data Collection
o Provide technical support to the design, rollout, and analysis of the nationwide online youth survey.
o Coordinate with MOYS, DYD, and youth organizations to ensure broad, diverse, and representative participation.
4. National and Sub-national Consultations
o Facilitate:
▪ Two national workshops (Inception and Knowledge Sharing).
▪ Eight sub-national workshops across divisions and regions.
▪ Twelve FGDs with marginalized and vulnerable youth groups.
▪ Twenty-two KIIs and IDIs with experts and youth leaders.
o Ensure effective documentation, synthesis, and quality control of consultation outputs.
5. Evidence Synthesis and Reporting
o Lead the consolidation and synthesis of qualitative and quantitative findings.
o Prepare a comprehensive consultation synthesis report capturing key issues, priorities, disparities, and policy recommendations.
6. Policy Drafting
o Serve as a core member of the Technical Drafting Team.
o Translate evidence, consultation findings, and best practices into a coherent, inclusive, and actionable policy draft.
o Ensure alignment with:
▪ National development plans and laws
▪ SDGs and relevant international commitments
▪ Cross-sectoral youth priorities (education, employment, health, climate, digitalization, participation)
o Ensure youth-identified priorities are prominently and accurately reflected in the draft.
o Support the use of clear, youth-friendly, and rights-based language.
o Incorporate feedback from MOYS Review Teams and line ministries.
o Revise and finalize the consolidated draft for validation.
8. Final Refinement
o Integrate validated feedback into the final draft of the National Youth Policy.
o Prepare a policy revision summary highlighting key changes, innovations, and youth contributions.
9. Transition to Approval Phase
o Provide technical support to MOYS for final submissions and presentations, as required.
o Ensure all documentation is complete, accurate, and ready for formal government approval processes.
Output: The consultant will achieve the following outputs:
1. A youth-responsive, evidence-based, and legally aligned revised National Youth Policy draft, integrating consultation findings, best practices, and stakeholder inputs, including a clear policy narrative and actionable priority framework aligned with national plans and international commitments.
2. A final, stakeholder-validated National Youth Policy package, including the revised policy document, executive summary, and documentation of the participatory revision process, ready for formal submission and approval by the Ministry of Youth and Sports
Duration and working schedule:
This consultancy will be for 75 working days and will commence on April 01, 2026, and end on September 30, 2026. During the period, the consultant will be required to undertake, at minimum, the following tasks:

Place where services are to be delivered: The services will be provided to the UNFPA Country Office in Bangladesh. Final deliverables report is expected to be delivered in electronic format, in Microsoft Word and Excel.
Delivery dates and how work will be delivered (e.g., electronic, hard
copy, etc.): This consultancy will be for 75 working days. The anticipated start date is April 01, 2026, with an end date of September 30, 2026.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
Supervisory arrangements: The consultant will work under the direct guidance of and will also be supported by the Programme Analyst - Adolescents and Youth to carry out the activities mentioned above.
Expected travel: The consultant may be expected to travel to locations outside of Dhaka to conduct the consultation and workshop and UNFPA will pay for the travel and DSA as per standard UN policy and procedure.
Qualifications and Experience:
This is a NoA level consultancy service. S/he requires the following expertise, qualifications, and competencies:
● Advanced university degree (Master’s) in Economics, Public Administration/Policy/Governance, Education, development studies or a related social sciences field. Having a PhD in these fields will be an added value.
● Relevant experience in the areas of policy formulation and reform is preferred. Previous experience working with government ministries in key policy positions will be considered an asset.
● Proven expertise in qualitative/quantitative research, stakeholder consultation, and participatory drafting.
● Strong knowledge of Bangladesh’s youth landscape, governance, and relevant national/international frameworks.
● Experience working with government, UN agencies, civil society, and youth-led organizations.
● Excellent facilitation, writing, and analytical skills in English and Bengali.
● Information and communication technology literate.
Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment),
if applicable: The Consultant will be responsible for arranging his/her own computer and other working aid equipment.
Payment Instruction:
As per the UNFPA policy and procedure, and as per a contract based on the payment by deliverable, the payments for this consultancy will be made as follows:
● 25% upon developing and finalizing detailed evidence generation methodology and data collection tools (survey, FGD/KII guides).
● 25% upon submitting a consolidated Evidence Report based on the finding of the consultations and online survey.
● 50% upon submitting the final revised youth policy.
